Swisscontact Bangladesh is implementing SHOMPRITEE – Towards Locally Led Development for Climate Migrants project, which strengthens inclusive and climate-resilient urban governance in partnership with municipalities. Within this framework, the Water Kiosks – Social Enterprise for Safe and Affordable Drinking Water initiative promotes decentralised, entrepreneur-operated water kiosks as a practical service model to improve access to safe drinking water in both commercially viable and socially vulnerable locations, including areas with high concentrations of climate migrants.
The initiative seeks to demonstrate a locally embedded approach where appropriate water treatment technology, local entrepreneurship, and municipal collaboration combine to deliver reliable services. To ensure sustained and dependable operations, technological design should be supported by practical operation and maintenance arrangements, including structured after-sales support. This Terms of Reference therefore seeks to engage a qualified Water Technology Provider to support the establishment and operationalisation of pilot water kiosks in Jashore Municipality.

Objective of the Assignment
The overall objective of this assignment is to ensure that the planned pilot water kiosks are designed, installed, and operationalised with appropriate technology and a realistic operation and maintenance framework that supports long-term service reliability and affordability.
Specific objectives are to:
- Design and install fit-for-purpose water treatment and dispensing systems compliant with national drinking water standards.
- Integrate a transparent Water ATM dispensing mechanism within the kiosk model.
- Establish a structured after-sales support arrangement to ensure uninterrupted service delivery.
- Contribute to a sustainable and replicable kiosk service model aligned with the project’s inclusive and market-oriented approach.
Responsibilities
- Conduct raw water testing and site assessment.
- Propose appropriate treatment system design and submit Bill of Quantities (BoQ) for approval.
- Supply and install the approved system at designated sites.
- Ensure treated water compliance through accredited laboratory testing.
- Provide operator training (minimum two operators per site) and deliver O&M manual (Bangla preferred).
- Provide backup power arrangement to ensure uninterrupted operation.
- Deliver structured after-sales support including preventive maintenance and defined response timelines for at least 6 months.
- Submit quarterly maintenance reports during the after-sales support period.
- Ensure safe disposal and management of reject water and used filters/membranes.

Required Qualification and Eligibility Criteria
- Interested firms must demonstrate:
- Legal registration in Bangladesh (trade license/incorporation; Joint Stock registration where applicable).
- Valid TIN and VAT registration (if applicable).
- Minimum 3 years of experience in decentralised water treatment installations, with at least 3 comparable projects.
- Demonstrated capacity to provide after-sales service outside Dhaka.
- Access to accredited laboratory testing facilities.
- Qualified technical team with clearly defined roles.
Required Legal Documents
In addition to the above-mentioned requirements, it is mandatory for the applicant to submit necessary documents demonstrating their legal, taxation and financial status. The documents should be part of the proposal and include the following:
- Tax Identification Number (TIN).
- VAT registration number
- Trade license (if applicable);
- NGO bureau registration (if applicable);
- Joint stock registration certificate (if applicable)
- Proof of a segregated account (providing the name and address of such an account).
- Other valid papers (Provided by Government institutions).
- The vendor must bear all Advance Income Tax (AIT) and VAT. The total amount of VAT should be mentioned in the financial proposal.
Submission details
Interested bidders should submit both technical and financial proposals in two separate envelopes (and via email for the technical part) no later than 10 March, 2025, before 02:00 PM.
