Swisscontact, in collaboration with the Local Government Division and funded by the Governments of Bangladesh and Switzerland, is implementing the PRABRIDDHI project to foster Local Economic Development (LED) in seven municipalities.
As the project enters its final phase, Swisscontact seeks a qualified research or data firm to document lessons, outcomes, and sustainability pathways from the Bangla LED model rollout across all partner locations.
Contract: Documentation of the Bangla LED implementation process
Location: Shibganj, Jashore, Bhairab, Bogura, Dinajpur, Kushtia, Cox’s Bazar
Duration: August 1 – October 30, 2025.
Specific Objective of each video
- Document process-level learning on LED implementation and municipal engagement.
- Analyze stakeholder dynamics, governance, and public-private collaboration mechanisms.
- Capture adaptation across municipalities and identify enablers/barriers.
- Generate practical, policy-relevant recommendations for replication and scaling.
Responsibilities
- Conduct an inception phase to finalize methodology, tools, workplan, and timeline.
- Review PRABRIDDHI’s internal reports and documents to identify existing knowledge gaps.
- Design and conduct field visits across all partner municipalities.
- Conduct interviews, FGDs, and KIIs with municipal stakeholders, LED actors, and local businesses.
- Analyze collected data and identify patterns, bottlenecks, and enabling factors.
- Document the LED implementation process, including stakeholder dynamics and municipal adaptation.
- Draft and revise a comprehensive learning report based on Swisscontact feedback.
- Prepare a concise 2–4-page policy brief summarizing findings and recommendations.
- Submit all final deliverables, including editable research tools, transcripts, and datasets.
Required Qualification and Eligibility Criteria
- Min. 10 years’ experience in LED, governance, or evaluation.
- Demonstrated MRM and qualitative/quantitative research expertise.
- Proven experience working with local government and donor-funded projects.
- Ability to synthesize complex findings into accessible outputs.
- Field logistics capacity and contextual understanding of municipal Bangladesh.

Required Legal Documents
In addition to the above-mentioned requirements, it is mandatory for the applicant to submit necessary documents demonstrating their legal, taxation and financial status. The documents should be part of the proposal and include the following:
- Tax Identification Number (TIN).
- VAT registration number
- Trade license (if applicable);
- NGO bureau registration (if applicable);
- Joint stock registration certificate (if applicable)
- Proof of a segregated account (providing the name and address of such an account).
- Other valid papers (Provided by Government institutions).
- The vendor must bear all Advance Income Tax (AIT) and VAT. The total amount of VAT should be mentioned in the financial proposal.
