DRR & GEDSI Assessment of ‘Making Markets Working for Last Mile (M4L), Phase-2, Jamalpur

Background:

PARI Development Trust started as an NGO registered with NGO Affairs Bureau in 2003. PARI is working in 7 districts with its head office in Mymensingh city Corporation. The main goal of the PARI organization is to promote capacity building approach through the community based-people’s institution comprised of underprivileged men and women in order to building their capacity to raise the voice against all forms of abuses, injustice, torture against women and children and contribute in building a peaceful and just society. In doing so, PARI explore diverse areas/ approaches e.g. community development, livelihood, market-based approach etc. PARI, however, believes that the skilled management with transparency, accountability and good governance can lead the organization successfully. Making Markets Work for the Last Mile (M4L) is one of PARI’s value chain/ market system development project jointly funded by Australian Aid & Transform Aid International, Australia. M4L works directly with 5,000 last mile farmers’ households through crops and livestock value chains/ sectors to improve their economic well-being despite external shocks.

The purpose of DRR (Disaster Risk Reduction) & GEDSI (Gender Equality, Disability and Social Inclusion) is to assess and introduction and promotion of disaster-resilient options, technologies, and business continuity strategies. To effectively tailor these interventions and ensure the equitable distribution of benefits, it is essential to understand the existing disaster risks, vulnerabilities, and capacities within the target households and associated market systems, particularly the disparities (GEDSI) based on gender, disability, and social status. This integrated assessment will help the project adopt evidence-based, transformative strategies.

Objective of DRR & GEDSI Assessments:

The overall objective is for an External Consultant to complete a comprehensive assessment of Disaster Risk Reduction (DRR), market vulnerabilities, and adaptive capacities, while simultaneously analyzing the current status of Gender Equity, Disability, and Social Inclusion (GEDSI) in the project area. The goal is to provide evidence-based recommendations for integrating inclusive and targeted DRR and GEDSI strategies within the project development framework.

Specific Objectives

  1. Hazard and Risk Analysis: Identify the major hazards (e.g., flood, drought, cold wave, pest/disease outbreaks) affecting vegetable farming and livestock rearing, and analyze their frequency, severity, and seasonal patterns.
  1. Vulnerability and Intersectional Impact Assessment:
    • Evaluate the multi-dimensional vulnerabilities of livelihoods, assets, critical value chain infrastructure (Collection Points), and market flows to disasters.
    • GEDSI-Centric Analysis: Identify the intersectional risks faced by marginalized groups such as women, persons with disabilities (PWDs), widows, and divorced women, focusing on unequal access to assets control, decision-making processes, and disaster risk management services.
  2. Capacity and Resilience Mapping: Identify and evaluate existing adaptive capacities, local knowledge, and resilience strategies (both formal and informal) employed by farmers to cope with disaster-related shocks.
  3. Enterprise and Business Continuity: Assess the business continuity risks for farmer groups and project-supported enterprises (e.g., local service providers, market actors) due to anticipated shocks and stresses, and analyze how these risks are affected by GEDSI factors.
  4. Strategic Integration and Action Plan: Use the assessment findings to develop a clear, practical action plan for integrating both the project's DRR strategy and its GEDSI policy to address the identified gaps.

The individual Consultant/s  must possess the following key qualifications:

  • Proven experience in Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) assessments, particularly in agricultural and market systems contexts.
  • Deep knowledge and experience in GEDSI assessments (Gender Equity, Disability Inclusion, and Social Disparity), specifically working with marginalized populations in the context of Bangladesh.
  • Strong research methodological skills for analyzing both large-scale quantitative and qualitative data.
  • Proficiency in producing high-quality, evidence-based assessment reports in English.
  • Experience in designing and managing data collection tools in the Bengali language for fieldwork.
