CONSULTANCY SERVICES FOR CONDUCTING RESEARCH ON PROTECTION ISSUES IN THE CONTEXT OF ROHINGYA CRISIS

Oxfam in Bangladesh is looking for a qualified Consultant or a Consultancy Firm for ‘Consultancy Services for Conducting Research on Protection Issues in the Context of the Rohingya Crisis’. We are inviting for proposal from interested consultancy firm / individual to undertake this assignment.

Background:

Among all the humanitarian crises that the South Asian region is dealing with, the Rohingya crisis is of the most complex nature. The more the crisis is prolonged, the more the Rohingya people living in the densely populated sprawling camps in the Southeastern part of Bangladesh are facing fresh, contextualized threats to their rights, protection, and safety. The Covid-19 pandemic has created conditions for further rollbacks which deteriorate when the monsoon steps in. Bangladeshi authorities’ decision to install barbed wire fencing in the camps, increase security surveillance by expanding the presence of the security forces, and impose restrictions on the movement of the Rohingyas are of particular concern that is too playing contributory roles. There are no Sphere Standards for confined makeshift camps and the guidance on best practices for protection and safety in this condition is widely seen as lacking. Given the context, Oxfam in Bangladesh’s Protection team wants to hire a consultant to identify the potential gaps that Oxfam humanitarian programming and policy works can help to remove and to recommend specific ways forward.

Objective:

The purpose of hiring a consultant is primarily to design and undertake research, working in close communication and collaboration with Oxfam in Bangladesh’s Protection team to find out the potential gaps and barriers in terms of the Rohingya population’s protection and safety, check the level of compliance with the Sphere Standards, and to suggest way forwards which may assist Oxfam to redesign its response and advocacy strategies at both national and international stage to the Rohingya crisis to be more inclusive and efficient.

PROPOSAL SUBMISSION INSTRUCTION:


  • The individual/firm must submit the following documents along with Technical & Financial Proposal.
  • The financial proposal should include 15% VAT only. Oxfam will deduct Income Tax and VAT as per government rules and policies at source from the agreed consultancy amount for national consultant and firms.

For Individual Consultant

  • Maximum 2 pages’ profile highlighting related assignment completed with client name, contract person and mobile number along with detailed CV.
  • TIN certificate and any other relevant document (if necessary).

For Consultancy Firm

  • Maximum 2 pages’ firm profile highlighting related assignment completed with client name, contract person and mobile number.
  • Lead Consultant’s (who will lead the assignment) Maximum 2 pages CV highlighting related assignment completed, role in of the completed assignment.
  • Other Team members’ (who will involve in the assignment) one paragraph short CV highlighting related assignment completed and role.
  • Firm’s Certificate, TIN and VAT registration, Trade License.
