Recruitment of an External Consultant for Endline Evaluation of the Action for Change (A4C) Project
1. Background
The Action for Change (A4C) project, implemented in Teknaf Upazila, Bangladesh, aims to enhance the resilience, inclusion, and economic empowerment of persons with disabilities through inclusive disaster risk reduction (DRR), climate change adaptation (CCA), and livelihood interventions. The project has been implemented over a multi-year period and is nearing completion. As part of the project’s accountability and learning framework, an endline evaluation is planned to assess the outcomes, effectiveness, and sustainability of the interventions.
2. Purpose of the Evaluation
The purpose of the endline evaluation is to assess the overall performance of the A4C project against its stated objectives and indicators. The evaluation will generate evidence on the relevance, effectiveness, efficiency, impact, and sustainability of the project interventions, and provide actionable recommendations for future programming.
3. Scope of Work
The consultant will be responsible for conducting a comprehensive endline evaluation of the A4C project. The scope includes:
- Review of project documents, including the Detailed Project Design and Logical Framework.
- Design of evaluation methodology and tools.
- Field data collection in Teknaf Upazila.
- Analysis of quantitative and qualitative data.
- Assessment of project outcomes, outputs, and indicators.
- Stakeholder consultations include OPDs, SHGs, government agencies, and community members.
- Preparation of a detailed evaluation report with findings and recommendations.
4. Qualifications Required
The consultant should possess the following qualifications:
- Advanced degree in social sciences, development studies, or related field.
- Minimum 8 years of experience in project evaluation, preferably in disability-inclusive DRR, CCA, and livelihoods.
- Proven experience in designing and conducting mixed-method evaluations.
- Strong analytical and report-writing skills.
- Familiarity with the context of Bangladesh and working with OPDs and marginalized communities and good knowledge about disability inclusion.
5. Submission Guidelines
- Interested consultants are requested to submit the following documents:
Updated CV highlighting relevant experience.
- Technical proposal outlining evaluation approach and methodology.
- Financial proposal including daily rates and estimated costs.
- Overall fees of the consultant, including TAX and VAT.
- Legal papers (Copy of TIN certificates, Copy of VAT registration (if any), Copy of trade license (if any).
- Two samples of previous evaluation reports.

6. Timeline
The evaluation is expected to commence in 2nd November and be completed by 29th November, 2025. The consultant will work for approximately 28 calendar days, including fieldwork, analysis, and reporting.
