Manusher Jonno Foundation (MJF) invites applications from Bangladeshi nationals for the  position of Deputy Manager-MEAL under the project titled “Community based Resilience, Women’s Empowerment and Action (CREA)” funded by Embassy of Sweden. CREA project aims to build women’s and girls’ capacity towards leadership and empowering them to take collective action to tackle climate change impacts, climate poverty, stop child marriage & domestic violence, and strengthen Public Institutions.

Job Title: Deputy Manager (MEAL) Post: 01 Report to: Director-Program
Job Grade: 07 Additional Reporting: Coordinator –M&E

MJF will introduce and facilitate the rights-based approach for empowering women and girls, where social accountability tools, RTI, SASA approach will be an integral part of the project.

Responsibilities:

The Deputy Manager-MEAL will play a key role in the CREA project's design, implementation, and monitoring. The individual will work closely with project and partner staff to develop and track project indicators, collect and analyze data, and develop reports. The Deputy Manager will also support the design and implementation of data collection tools and methods. The position will be responsible for developing the project's accountability mechanism and rolling it out into the project. The Deputy Manager will have a strong background in M&E, data analysis, and reporting. He/she will be able to work independently and be detail-oriented. The individual will also have excellent communication and writing skills. The Deputy Manager will also be responsible for organizing and providing capacity-building support to partners' staff on MEAL. This position will directly report to Director-Program with additional reporting responsibility to Coordinator-M&E.

Required Qualification and skill:

Educational Requirements
  • Master's Degree, preferably in Statistics/ Social Science/ Development studies/ Gender studies/ Climate change/ Agricultural science/ Environmental science.
Experience
  • 5-8 years of experience in the field of M&E/MEAL/MIS and research;
  • Experience in designing, planning, monitoring, reviewing, and reporting using Project Cycle management approach and sector tools such as Theory of Change and Logical Framework;
  • Experience in working on technology based MEAL systems/processes;
  • Experience and skill in managing beneficiary feedback mechanism;
  • Experience in managing baseline and evaluations of the projects;
  • Experience of working with project that followed right based approach to address climate change and gender based violence is preferable.
Skill & Knowledge
  • Solid understanding of quantitative and qualitative methods and tools;
  • Excellent analytical skills, including quantitative and qualitative data analysis;
  • Good data management and analytical skills, the ability to interpret data, and proficiency in Kobo Tools, ODK, SPSS, and MS-Excel;
  • Capability to assess needs and gaps in MEAL capacity of partners.
Other attributes
  • Strong interpersonal skills and networking skills with the ability to collaborate and build alliances internally and externally ;
  • Excellent written and oral communications skills in both Bangla and English;
  • Ability to work under pressure and meet deadline;
  • Ability to perform multitask. 

The position is based in Dhaka with minimum 40-50% of time travel outside of Dhaka in remote climate vulnerable project locations of Bangladesh
