Background

Max Foundation (MF) has been implementing MaxNutriWASH program since 2017. The overall goal of the programme is to reduce water and faecal-borne diseases which contribute to the improvements of child health and reduction of child mortality through an integrated approach combining the interventions of Water, Sanitation and Hygiene education, pre and post natal care, education on reproductive health rights and education for prevention of stunted growth. The Max Foundation so far has been working closely with existing local government bodies (such as, Union Parishads, Upazilas, DPHE, and Water Boards). For example, MaxNutriWASH Program is trying to transfer the ownership of the program to the Union Parishads for applying policies and rights-based issues with community and entrepreneurs. Max Foundation, through its Partner NGOs, is trying to support advocacy for allocation and utilization of UP WASH budgets, which currently often remain unspent or are spent on non-WASH activities. However, it was also revealed during rapid assessment study that there are still existing gaps between PNGOs, CSGs, WMGs and Union Parishads. None of the PNGOs, CSG, or WMG are involved in UP’s Coordination Meeting or in UP’s UDCC meeting. Therefore, there are further opportunities to improve the existing governance approach and integrate it with capacity building and monitoring system on governance mechanisms and implementation of the Max Healthy Village approach and making synergy in between governance for healthy village approach under MaxNutriWASH program. Max Foundation is a Dutch INGO and currently looking an individual consultant/firm/organization to building relationship with LGIs to implement governance for Healthy Village  approach and development of training and capacity building packages, modules and materials and conduct selective training under MaxNutriWASH program .
