
Hiring Consultant for the TV Talk Show, News, and Video Documentary Production on Just Energy Transition (JET) Under the project ‘Fashion Forward’

Introduction
Karmojibi Nari (KN) is a non-profit, non-government women-headed organization in Bangladesh working since 1991 still marching on the road to ensure women's rights, dignity, power, and authority.
As a development partner of OXFAM in Bangladesh, the Karmojibi Nari (KN) implements the project "Fashion Forward: Promoting a Just Transition for RMG Workers" to support worker engagement in achieving a fair energy transition.
The "Fashion Forward" project by Karmojibi Nari (KN) and Oxfam Bangladesh empowers ready-made garment (RMG) workers to engage in the Just Energy Transition (JET). By equipping them with knowledge and skills, the initiative promotes job protection and a fair transition. The project aims to secure a sustainable future for RMG workers while encouraging dialogue on Just Energy Transition among stakeholders, including factory owners, workers, policymakers, and consumers.
Background
More than 50 years after independence, Bangladesh is one of the fastest-growing economies but faces severe climate risks. It ranks 7th among the most vulnerable countries to extreme weather, with low-lying coastal areas susceptible to floods, cyclones, and sea level rise. Poor and marginalized groups will be disproportionately affected, worsening existing inequalities. Many have already been displaced due to climate-related land and biodiversity loss, forcing migration to urban areas for employment. By 2050, Bangladesh could lose one-third of its agricultural GDP and see over 13 million internal climate migrants.
The Ready-Made Garment (RMG) industry is vital for the economy, employing millions and contributing significantly to GDP. As global concerns about harmful energy production rise, key stakeholders—buyers and brands—commit to reducing carbon footprints in the supply chain.
The industry faces challenges in transitioning to sustainable energy sources to meet greener production standards. Failure to achieve emission reductions by 2030 may result in factories in Bangladesh losing orders from major brands, threatening workers' livelihoods.
An unjust transition can worsen inequalities and provoke public and worker resistance, further complicating the industry's shift.
This initiative seeks to empower RMG workers in Bangladesh to secure their jobs and communities during the energy transition. It focuses on equipping them with the knowledge and skills necessary to engage meaningfully in clean energy commitments.
Governments, investors, and companies are urged to adopt just transition principles in their policies.
The overall objective of the Assignment:
The overall objective of the assignment is to develop a TV talk show (one or two series) on “Transforming the Ready-Made Garment (RMG) Sector through a Just Energy Transition (JET): Unleashing Positive and Negative Effects and Lasting Impacts on Workers, Owners, and Different Stakeholders.” The agency/ creative house shall be responsible for developing the scripts for TV talk shows and documentaries (rephrasing the word and language to make them understandable and user-friendly) in such a way, that will be communicable and understandable to workers and trade union leaders, working rights organizations, civil society members along all stakeholders of personnel’.
Specific tasks:
TV Show and News:
TV Talk Show on Just Energy Transition (JET) in the Ready-Made Garment (RMG) Sector –
A Karmojibi Nari Initiative in Partnership with Oxfam Bangladesh.
- One TV show and one news;
- TV channel would be: Jamnua TV/Channel 24/Channel I;
- Talk show duration: 1 hour (At least 40 minutes discussion, body), during pick hour; and
- TV news: 2.5 minutes to be aired on news and talk show. The news should be produced from the ground with visuals and interviews of workers and other stakeholders.
Video Documentary Specific tasks:
- Production of a video documentary: Duration: 4-6;
- What to include: Challenges of JET, current realities, and best practices from the project;
- Workflow: shooting in a garment factory, interviews from the workers, owners, BGMEA/BKMEA, GoB, KN, and Oxfam; and
- Technical proposal should include: Background, Methodology with timeline, storyline, and storyboard.
Deliverables
The Consultant will be responsible for submitting the following product soft copy and hard copy:
- Technical proposal on the TV talk show, news, and video documentary;
- Technical proposal should include: Background, Methodology with timeline, storyline, and storyboard
- Inception report;
- Raw footage along with two scripts;
- Final all materials soft copy and hard copy of the video and scripts;
- Submit a final report after the training
Timeline
The agreed timeline for the consultation will be 10 March 2025 to 23 March 2025.
Contact Person and Reporting
The Consultant (Individual) will submit, a report, and other documents related to the fellowship to the Project Coordinator of Fashion Forward project, KN. After the approval of Karmojibi Nari (KN) management Consultant’s work will be finalized.
Mode of Payment
The consultancy fee range is from BDT 10,000,00.00/- (Ten Lac taka) including VAT and TAX. The payment will be made in two installments as consultancy fees which will be paid in A/C payee cheque. Tax & VAT will be deducted at source according to the regulation of the Government of Bangladesh. The mode of payment will be:
- After signing the Contract and submitting the inception report and session plan 60% of the Agreed amount will be paid;
- 40% of the Agreed amount will be paid to complete all assignments (TV talk show, one news, and the final video documentary).
Risk and Compliance
- Violation of this agreement, is caused by cancelation, dismissal of the work order, and any other decision made by Karmojibi Nari (KN).
- Selected organization/ agency/ consultant must be signed in the Safeguarding Policy of Karmojibi Nari.
- Apolitical vibes, gender sensitivity and not committing/promises to the community to give something in the next are strictly maintained.
Copyright & Obligation
Copyright of the reports/feature/stories and related documents will be exclusively owned by Karmojibi Nari (KN) who can change or make any modification to this when necessary. By this contract agreement, the products and documents prepared during the assignment will be treated as intellectual property of Karmojibi Nari (KN).
Apply Process:
Interested Agencies/ Creative Houses should submit a proposal in response to the TOR (please have a look at the ToR), which should include the following:
- Cover letter stating how the individual meets the selection criteria in the TOR;
- Technical proposal with consultant CV and including a brief description of tasks methodology to complete the task;
- Related completed materials as evidence (At least 3 materials as sample, soft copy); and
- Detailed Financial proposal including VAT & TAX with a breakdown of different budget lines.
- Any incomplete application, including those missing any of the following documents, will not be considered: Detailed Budget (financial proposal), Concept Note (Technical proposal) and work plan, Organization’s Registration Documents, BIN & TIN Certificate & Trade license.
- Additionally, please note that any form of personal persuasion or undue influence will be treated as grounds for disqualification. We encourage all applicants to carefully review the requirements and ensure that all necessary documents are submitted within the revised deadline.
