Ipas works globally since 1973 with a mission to improve women and girls sexual and reproductive health and rights through enhanced access to and use of abortion and contraceptive care. In Bangladesh we are working with close collaboration of Ministry of Health and Family Welfare and its directorates since 2011 to improve availability, access to and utilization of high quality SRHR services particularly MR, PAC and FP services throughout the country and in humanitarian settings.

Ipas Bangladesh has been working with UNFPA since October 2017 in Cox’s Bazar to support the health of forcedly displaced Myanmar nationals. Since then, UNFPA developed implementing partnership with Ipas to establish the MR, PAC and FP services for the most affected refugee camp areas of Teknaf and Ukhiya Upazilas of Cox’s Bazar District. The overall goal of the project is to improve the availability and accessibility of quality FP, MR and PAC services at service delivery points for women and girls of Rohingya refugees and host community in Bangladesh.

Ipas Bangladesh is seeking applications from hardworking, sincere, and cheerful individuals for the following position.

Advisor II, Quality Assurance, Humanitarian Response (Position -1, based in Cox’s Bazar)

Key Role

The Quality Assurance Advisor collaborates with other health systems staff to strengthen comprehensive MR & postabortion care and contraceptive care services through capacity building of service providers and providing support to ensure quality of care and coordination in project supported facilities. The advisor will be leading QA initiative, including planning for quality improvement of the facilities and mentoring of the staffs in regarding the quality issues.

The advisor will also actively participate in the planning and implementation of project activities as per Project indicators with local partners and will conduct monitoring service delivery progress, and other follow-up support activities in consultation with Project Manager.

Key Responsibilities

A. Quality Assurance to Ensure Quality FP, MR and PAC Services in Ipas Supported Facilities in Humanitarian Settings:

  • Take active initiatives to ensure quality Family Planning, MR and Postabortion Care (PAC) services by introducing the QoC tools at the IPAS supported service sites.
  • Periodical assessment of health facility as per Ipas standard tools to monitor and review the quality-of-care status, patients record and identify challenges and gaps in quality of care;
  • As per assessment review and provide necessary support to Ipas team partner NGOs and, at the service sites to develop action plan to improve physical facilities, to ensure availability of essential functional equipment’s, drugs, job aid and to provide quality of care compliance.
  • S/he will coordinate with Ipas colleague, partner NGOs, and donor for planning and monitoring and sharing the feedback as per project need.
  • Establish surveillance on Severe Adverse Events after MR, PAC and FP services from Ipas supported facilities.
  • Coordinate and participate meeting, orientation which will be organized by Quality Assurance focal of donor with collaboration of quality assurance office of other partner NGOs to ensure quality service provision at facility level.

B. Support in Capacity building and skill retention activities:

  • Provide support and guidance to the implementing partner NGOs for effective planning and implementation of capacity building initiatives on MR, PAC, FP services including training and onsite supports as per Ipas protocol; organizing different FP campaigns in FDMN camps.
  • Provide support to assess the training needs, communication with donor at the local level and other partner NGO’s for nominating trainee. Provide support to the trainers and other team members for organizing and facilitating the   training session/provide support and guidance to the trainers and clinical mentors in trainee follow up as per Ipas protocol.
  • Maintenance of Ipas’s standard protocols in leading the activities of on-job orientation of 140 project supported Midwives and by provide technical support to the partners’ clinical mentors and trainers.
  • Monitors training data to ensure an up-to-date database of trainers and attendees as well as monitor progress and provide feedback to improve the process and outcome of trainings.

C. Mentoring, Monitoring support to and coordination with Implementing partner

  • Supervise partner NGO technical team for enhancing their competency as well as expertise in FP, MR/PAC issues and to facilitate their high-quality performance. (Need to address- how)
  • The Advisor will regularly monitor the clinical and technical aspects of the program particularly quality of the clinical team specially trainers and mentors of partner NGO and will support to ensure state-of-the-art family planning, MR and PAC services in facilities and in Camps.
  • Support Clinical Mentors in providing mentoring and monitoring support to donor supported Midwives to improve the process and outcome of mentoring and monitoring effort.
  • Supervision and monitoring through facility visit to ensure facility readiness and quality service provision to provide quality FP, MR and PAC services; include infection prevention and control, and respectful care.
  • Support facilities and service providers through frequent facility visit to improve access and quality on MR, PAC and FP services.
  • Conduct SPR, plan and implement corrective measure to improve service provision as per SPR findings.

D. Coordination with other stakeholders:

  • Coordination with local DGFP, DGHS and different NGOs including RTMI, Hope Foundation, IRC, PHD to improve coordination and collaboration in the facilities to improve quality MR, Postabortion (PAC) and Family Planning (FP) services at Ipas supported facilities serving FDMNs.
  • Organize joint monitoring visit with other SRH stakeholders to identify challenges, best experience and sharing among the team to improve the quality service provision.
  • Support and coordinate in organizing Family Planning Campaign by involving GoB, partner NGOs, facility staff, field staff along with project team members as per project design.
  • Prepare reports on monthly program implementation and other activities to document the progress.
  • Represent Ipas Bangladesh through attending different coordination meeting, technical meeting and quality assurance meeting organized by SRH working group and other stakeholders.
  • Assist and inform to the supervisor, Project Manager about workflow, deadlines, reports generation, and projects initiatives, innovation to reach the project objectives.

E. Performs other duties as assigned by the Supervisor.

Qualifications and Experience

  • MBBS with post-graduation in public health or relevant area.
  • At least 5-8 years’ experience in public health.
  • Experience and knowledge on Sexual & Reproductive Health (SRH) program particularly family planning and MR/PAC program
  • 2-3 years of experience in humanitarian settings would be an asset.
  • Strong written and verbal communication skill in English and Bangla.
  • Experience of working in diverse cultural settings will be preferred.
  • Ability and willingness of extensive field travel is essential.
  • Computer literacy with proficiency in Microsoft word, excel and PowerPoint.
