CFLI Coordinator – Bangladesh

The High Commission of Canada to Bangladesh is inviting proposals from qualified individuals to provide CFLI Coordinator services under a contract for professional services. This opportunity is not an employment position, but a contractual arrangement with an independent contractor to support the implementation of the Canada Fund for Local Initiatives (CFLI) program in Bangladesh. The competition is open to citizens of Bangladesh and all persons with legal working status in Bangladesh or at the High Commission.

Nature of the Engagement

  • Type: Independent Contractor / Consultant
  • Contract Duration:
    • Initial period: 1 June 2026 to 31 March 2028
    • Possibility of two (2) additional one-year option periods, subject to satisfactory performance and program requirements
  • Workload: Part-time; workload will vary significantly throughout the year depending on CFLI programming stages
  • Location of Work: Contractor’s home/office
    • The contractor must attend meetings at the High Commission of Canada in Dhaka as required
    • The contractor is responsible for providing their own IT and office equipment

Scope of Work

  • Under the direction of the Political and Economic Program Manager, the CFLI Coordinator will be responsible for the day-to-day administration of the CFLI program in Bangladesh, including but not limited to:
    • Screening project proposals and preparing recommendations
    • Liaising with local organizations in Bangladesh
    • Monitoring project activities and expenditure
    • Preparing Project Approval Documents and Contribution Agreements
    • Organizing and participating in project site visits, workshops, and meetings
    • Preparing interim, final, and annual program reports
    • Providing regular status updates to the High Commission
    • All reports and official communications must be prepared in English using Microsoft Office tools.

Mandatory Qualifications

  • Proposals must clearly demonstrate that the contractor meets the following requirements:
  • Graduation from a relevant post-secondary education program
  • Minimum three (3) years of experience working in the NGO or development sector in Bangladesh
  • Minimum five (5) years of experience in project management, including financial and budget management
  • Legally eligible to work in Bangladesh (citizenship or valid work authorization)
  • Ability to communicate effectively orally and in writing in English
  • Computer literacy (MS Word, Excel, PowerPoint, Internet)
  • Availability to support at least one full CFLI programming cycle

Professional Assets

  • Strong knowledge of development priorities and civil society in Bangladesh
  • Experience working with grants and contribution programs
  • Knowledge of gender equality, inclusive governance, and development programming
  • Ability to manage multiple priorities under tight deadlines
  • Ability to communicate effectively in Bangla
  • Experience working with an Embassy, High Commission, or international organization is an asset
  • Willingness to travel within Bangladesh when required and approved

Contract Value and Payment

  • Maximum contract value: BDT 1,450,000 per year, inclusive of operational and travel expenses
  • Payment method:
    • Payments will be made in BDT, based on the achievement of predefined milestones
    • Payment is not based on an hourly rate
  • Travel and operational expenses will be reimbursed in accordance with approved terms and submission of invoices

Independent Contractor Status

  • The successful proponent will act as an independent contractor. Nothing in this contractual arrangement constitutes an employer–employee relationship with the High Commission of Canada. The contractor is responsible for all applicable taxes, deductions, and statutory obligations.
