Develop Child Centered Urban Resilience Manual to promote Comprehensive Urban Disaster Preparedness

Introduction and Background:

With an aim to build safe and resilient communities, Social Economic Enhancement Program (SEEP) is implementing a project titled Towards Resilient Dhaka in association with Plan International Bangladesh and funded by SIDA in which children and young people are contributing in managing and reducing the disaster risks and associated risks rises with the changes of climate in urban centre. Children, young people and their communities under this project will be supported to build their own skills and knowledge to identify, prepare for and respond to disasters and potential disasters associated with climate change in urban context. The project was aligned with the MDGs, as it intended to secure development gains through building resiliency towards climate change and disasters. Thus it directly contributed to achieving MDG 1 (eradicating extreme poverty and hunger); and MDG 7 (ensuring environmental sustainability). At this point, it also supports to achieve SDG 11 (Sustainable cities and communities) & SDG 13 (Climate action) and Sendai Framework for Action 2016-2030.

We are looking for a renowned Urban DRR consulting firm or individual to conduct Policy Review and Develop  Child Centred Urban Resilience Manual to promote inclusive Disaster Preparedness.

Scope of work: The appointed consulting Firm/Individual should review all related existing policies and explore the current status that reflects children and excluded community who live in urban space. Prepare a paper on the gaps and explore the opportunities of Child Inclusive Urban resilience Approach through expert and community consultations workshop. Articulate all the recommendation which will come from the expert consultation and community reflection then circulate the final briefing paper with the outline of Child Inclusive Urban Manual. The appointed consulting firm/Individual will accomplish these tasks with the supervision of SEEP & Plan International Bangladesh. Department Disaster Management will take care the whole process and provide their technical support by assigned a focal person. The Agency/Individual will take the initiative to develop the manual with the supervision of SEEP, Plan International Bangladesh, and DDM. 500 copies of this manual will be published by firm/Individual (subject to condition) through launching ceremony and ultimately handed over to DDM.
