Title: Hiring a Consultant for Adapting, Translating, and Contextualizing Training Modules of
Better Work Bangladesh

1. Background:

The Workers Resource Centre (WRC) is a collaborative platform established by the National Coordination Committee for Workers Education (NCCWE) and the IndustriALL Bangladesh Council (IBC). Formed in 2017 and launched in 2018, WRC is dedicated to strengthening workers’ rights in Bangladesh, with a primary focus on the Ready-Made Garment (RMG) sector.

As part of its commitment to capacity-building for trade union leaders, WRC is seeking a consultant to adapt, translate, and contextualize training modules provided by Better WorkBangladesh. These modules will be used in training for Master Trainers under various Training of Trainers (ToT) programs aimed at improving trade union roles, social dialogue, and grievance handling mechanisms. The consultant must possess in-depth knowledge of the trade union movement in Bangladesh to ensure the relevance and effectiveness of the training materials.

2. Objectives:

The key objectives of this consultancy are:

  • To adapt and adjust training materials to the local context, ensuring these are aligned with International Labour Standards and National Law and conceptualize following the trade union context in Bangladesh.
  • To translate the modules & training materials in standard local language (Bangla) and in gender sensitive wordings.

3. Scope of Work:

The consultant will be responsible for the following tasks:

  • Review existing training modules provided by Better Work Bangladesh.
  • Modify the content to align and conceptualize the ToT training with the contemporary trade union aspects in Bangladesh.
  • Translate training materials into Bangla while ensuring clarity and accuracy onthe content.

1. Capacity building on comprehensive learning on TU roles and responsibilities for Harmonize industrial relations.

2. Increased awareness of sustainable improvement in social dialogue for finding a common voice.

3. Increased awareness and capacity development on sustainable and effective grievance mechanisms as part of management system development.

4. Deliverables:

The consultant is expected to deliver the following:

  • Adapted and Translated Training Modules: ensuring they are aligned with International Labour Standards and National Law and conceptualize with the trade union context in Bangladesh.
  • Timely response to the review comments and adjust the materials based on the feedback.
  • Assessment Tools: Pre- and post-training assessments in Bangla for ToT programs.

5. Consultant’s Qualifications and Experience:

The consultant should meet the following criteria:

  • Proven experience in working on trade union movement and Labor rights in Bangladesh.
  • Strong expertise in developing and adapting training materials.
  • Proficiency in translating labor-related content into Bangla.
  • Proficiency and knowledge on International Labour Standards Specifically Freedom of Association and Collective Bargaining and National Labour Laws.
  • Working experience with International Labour Organization (ILO) or any other NGO or INGO in related to the labour rights or having a knowledge on Tripartism of ILO (preferred)
  • Familiarity with Better Work Bangladesh training modules (preferred).

6. Timeline:

The assignment is expected to be completed within One Month from the date of signing the contract. A detailed work plan with milestones will be finalized upon selection of the consultant.
