About the Position 

The consultancy service is expected to fulfill the objective of formulating a brief Concept Note and a comprehensive Guideline highlighting the research and investment opportunities on Fisheries Blue Economy in Bangladesh. The main purpose of this assignment is to achieve some Blue Economy related tasks under Intermediate Result-1 (IR1) related to Policy Support components of USAID’s ECOFISH II Activity. The specific tasks of the consultancy services would be the formulation of Concept Note and a comprehensive Guideline, including potential areas, Action Plans, and challenges to enhance Fisheries Blue Economy in Bangladesh. The concept note and guideline will be developed to support Blue Economy initiatives of DoF and will also be submitted to WorldFish and USAID to explore future potentials, challenges, and opportunities in this sector.

Key Responsibilities 

The selected consultant will be responsible for following tasks:

  • Review the current status and information on Fisheries Blue Economy (FBE), identifying the information gaps in alignment with GoB priorities, and existing initiatives.
  • Address the information gaps, wherever possible through field trip and stakeholder consultations or targeted sampling following Participatory Rural Appraisal (PRA) methods.
  • Select potential specific areas for research and investment opportunities to enhance Fisheries Blue Economy (FBE).
  • Conduct stakeholders’ analysis, emphasizing their contributions in Fisheries Blue Economy (FBE)
  • Formulate short-term, medium-term and long-term Action Plans for each of the potential areas, including possible activities/interventions, resource necessary, timelines and required partnerships.
  • Produce a concept note and comprehensive Guideline on enhancing Fisheries Blue Economy (FBE) in Bangladesh focusing on the identified potential areas and Action Plans with possible challenges and ways to overcome it.
  • Present the concept note and guideline in a regional and a national level stakeholders’ consultation workshop and incorporate the feedback to finalize the outputs.
  • Follow the general WorldFish norms, guidelines and practices and any other obligations to be shared by HR of WorldFish.

Deliverables

The consultant will need to deliver the following deliverable:

  • Submission of a concept note and a comprehensive guideline on Fisheries Blue Economy enhancement in Bangladesh (soft copy in Word & PDF versions), including source of information, methods, outputs, recommendations, and challenges.

Requirements

This consultancy opportunity is open for National Consultant with the following skills and qualifications:

  • Minimum Master’s Degree from an accredited university in the relevant fields is required for the consultancy service, but PhD in the relevant field could be an added advantage.
  • Minimum 5 years working experience in the relevant areas of fisheries.
  • Publication in peer-reviewed journals in the relevant areas would be an added advantage.
  • Demonstrated good report writing skills would be required.
  • Having VAT registration number is mandatory.

 

Location and Duration

The successful consultant will be based in Dhaka, Bangladesh with some field visits on part-time basis. The selection of consultant will be based on the relevant qualification and experience and the most competitive proposal. The interviews are expected to be held in April 2024 and only shortlisted consultant will be notified and expected to attend the interview. The successful consultant should be available to commence the consultancy contract for a maximum of 20 working days tentatively from 01 May 2024 till 31 July 2024.
