Terms of Reference (TOR) for
Media planning and media buying company

 

Location: Dhaka, Bangladesh 

Project: Aquaculture: increasing income, diversifying diets, and empowering women in Bangladesh

 

Background:

WorldFish is managing a project, IDEA: Income, Diets and Empowering Women through Aquaculture funded by Bill and Melinda Gates Foundation. This 50-month investment in northwest Bangladesh, builds on the emerging opportunities for expanding markets for sustainable aquaculture at scale by strengthening partnerships with private sector businesses, investors and government to develop profitable inclusive value chains and a conducive policy environment for increased productivity, income, nutrition and empowerment of smallholder fish farmers, particularly women, in Bangladesh. The anticipated results of this project are,

  • Increased productivity and diversity in fish production system
  • Improved market linkages and profitable value chain
  • Improved smallholder access to quality inputs and services
  • Improved dietary diversity and consumption
  • Improved women’s decision making power and control over resources

About Project:

The Income, Diets, and Empowering Women through Aquaculture project has developed a drama series with a focus on women’s decision-making and control over resources in the aquaculture sector. We are now planning to telecast this drama on different television channels to reach a wider audience.

Expected Duration of Assignment:    1 months beginning from 1 July-31 July 2022

A 24 minute 35 second drama of four episodes to be aired on TV channels. The drama encourages women to become fish farmers. Episode 1: 7.49 mins, Episode 2: 5.12 mins, Episode 3: 6.24 mins, Episode 4: 5.10 mins.

The target audience of this drama is rural women and men in Bangladesh who are engaged/ interested in aquaculture activities. WorldFish Bangladesh is also looking for an opportunity to increase its footprint into a much wider population through television mass media.

  • Airing on any number of TV channels with the highest reach from 1 July-31 July.
  • Each episode (total 4 episodes) is to be aired each week of the month of July at the same time and day.
  • Promotional materials (through airtime, social media) to be produced to promote viewership of the drama.
Deliverables:
  • Detail work plan with timeline including TRP
  • Airing promotional materials for the drama episodes
  • 4 episodes aired on TV
  • Report on total reach and viewer engagement (location, gender ratio, age)
Institutional Arrangement
The IDEA project senior communications specialist and IDEA project gender specialist will oversee the project.
 Duration of the Work
This assignment will take place over 1 month starting from July 1 2022 till 31 July 2022.

Qualifications of the Successful Contractor

The key qualification of the organization and team members are listed below. Bidders are welcome to propose additional team members. CVs must be tailored to demonstrate competence and experience against these requirements. Failure to demonstrate the experience of the firm and individual team members against these eligibility criteria will result in proposals being discarded.

Minimum Eligibility Criteria:Organization

  • At least 7 years of experience in the relevant field of media planning and media buying
  • List of clients with brief detail of tasks, client’s contact details.
  • Evidence of at least 3 years’ experience in providing television  and radio coverage of advertisements and PSAs
  • Statement of Satisfactory Performance from the Top Two Clients in terms of Contract Value for the past 3years.
  • At least 2 sample of works linked with media broadcast
Human Resource:Key personnel:
  • Must have a master’s degree in Communication/Media/Marketing or another relevant field.
  • Minimum 5 years of proven experience in the relevant field of media planning and media buying

Technical Proposal-

Firm information

– Name of Firm and details of registration, address and bank account; business registration certificate and corporate documents (Articles of Association or other founding authority); description of present activities and most recent annual report (including audited financial statements), if applicable;

- Relevant Experience of the bidding company/ companies

– Description of experience in projects of a comparable nature, with specific description of technical specialization of the Firm, and list of current and past assignments of the Firm;

- Process

- The Technical Proposal needs to contain a detailed media planning including a detailed work plan and time schedule for airing

- A tentative methodology for the longitudinal monitoring and impact evaluation.

- Human Resources

- The Technical Proposal needs to contain a list and detailed information on the proposed Human Resources which will be utilized for the task including their respective qualifications and relevant experience/exposure and required expertise/skills to complete the tasks.

- Two references must be provided by the contractor from the Firms’ previous work that has been undertaken. These should be from the past two years and should relate to projects on which proposed team members worked.

Financial Proposal

- The Financial Proposal shall specify a total delivery amount (in USD and BDT) including consultancy fees and all associated costs.

Criteria for Selection of the Best Offer A cumulative analysis weighted-score method will be applied to evaluate the firm. The award of the contract will be made to the tenderer whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable with reference to this ToR, and;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria to this solicitation, with the ratio at 70:30 respectively
