Solicitation for delivering aquaculture extension services through ICT

Background

The Feed the Future Bangladesh Aquaculture and Nutrition Activity (BANA) is a five-year project of USAID to intend to improve nutrition through growth in the aquaculture sector growth.  BANA works in 21 districts of southwestern Bangladesh and two districts in the southeast.

Fish and fisheries resources play a vital role in the socio-economic development of Bangladesh and make a significant contribution on GDP.  Most rural households have ponds and using those ponds for fish cultivation improve household nutrition and to sell.

Most of the fish farmers in rural areas, however, follow traditional farming methods and yields are low.  They have limited knowledge of proper feeding techniques;  they feed too much or too little, the wrong type of feed, the wrong time, etc..  They rely of fry traders or input retailers as their sources of information, and these might not be experts in proper feed management.

BANA would like to prompt improvements of this situation and help the smaller fish farmers. 

Objective

BANA is looking for a private fish feed company who will work to develop and test a social media page or telephone call service center or similar communications channel to serve rural fish farmers.  Through this method or a combination of these methods, fish farmers will get information to increase fish production. 

Scope of work

The partner selected from this solicitation will develop a business model for this information service so that the service will sustain itself after this funding ends.

This service might be a call center, social media page(s), SMS platform, or a combination of these media.

The selected partner will, as part of the proposal, describe in detail how the partner will publicize this service and attract users.

Key Deliverables:

  • Detailed business model of this private extension service  
  • Evidence of phone call service center and Facebook page
  • List of customers who get the service from this business model 
  • Other supportive document as per grant necessary

Who can apply?

Only qualified applicants should apply. "Qualified" means an established organization, fish feed company, or similar with a track record in fish feed production and marketing.  Also the capability to take the innovation and implement a sustainable business with it.

Applicants should understand that this is not an offer to hire their services, but rather this is intended to be a partnership.  This means that (A) cost sharing will be an important consideration in making this award, and (B) this activity is intended to be the catalyst for continued operation of this service without additional support.

Required documentation

If selected for the grant, the partner will be required to show:

  • A certificate of incorporation (for individual companies, a trade license);
  • Joint stock registration certificate (if applicable);
  • An organizational organogram of key personnel, inclusive of the names of such personnel;
  • Tax Identification Number (TIN);
  • VAT registration number;
  • Proof of a segregated account (providing the name and address of such an account);
  • Other valid papers (provided by government institutions).
  • The consulting firm must bear all annual income tax (AIT).
  • Percentage of VAT and total amount of VAT should be mentioned in the proposal.
