Purpose: Guided by World Concern’s global strategic plan, the Finance and Supply Chain Manager (FSCM) provides leadership and direction to World Concern Bangladesh in the areas of accounting, finance, forecasting, budgeting, reporting and analysis and compliance. The position oversees all financial systems and procedures to ensure transactions are compliant, accurate, timely, and informative. The FM provides strong financial leadership through direct supervision of key Country Office finance staff and guidance to finance officers in close collaboration with the Program Area Manager. The Finance Manager provides relevant and practical financial reports to the Country Director and all leadership team members in Country and Field Offices to ensure financial leadership, reporting, and compliance align with donor requirements and World Concern’s strategic plan and objectives. This position also functionally reports to the International Finance Director and works closely with the Asia Regional Finance Officer.
RESPONSIBILITIES
Leadership
- Serve on the Bangladesh Country Leadership Team (CLT) and contributes to relevant financial analysis and guidance concerning projects, financial and administrative decisions.
- Act as a part of the WC Bangladesh team that reviews and sets policy, leads Finance team, and engages in strategy development and implementation.
- Identify and propose improvements and modifications to the financial management and budget follow-up. Make recommendations for remediation of any identified problems and following up to assess results.
- Provide training and mentoring to staff on World Concern financial policies and procedures, financial best practices, and effective internal controls.
- Develop a strong values-led collaborative and supportive relationship between finance teams and other departments, especially program and project teams.
- Manage and supervise the performance of the Bangladesh accounting, finance, procurement/supply chain staff.
- Represent World Concern Bangladesh Finance in the INGO finance forum and other Finance networks within and outside the country. Build relations with finance staff and point persons from other L/INGOs, multilateral and private organizations to have updated information about donor trends and requirements, cash flow and banking systems, law and policy about revenue and taxation of the government. Lead and represent the Finance department of World Concern Bangladesh in regional events such as the Asia Leadership Team meetings.
Finance & Accounting
- Responsible for reviewing and submitting all financial reports to the Bangladesh Country Director and International Finance Director, meeting the required monthly deadlines.
- Review Cash requests from the projects and provide regular cash requests to International Finance Director and World Concern Seattle, meeting required deadlines.
- Oversee forecasting and budgeting operations for World Concern Bangladesh by organizing and controlling the budgeting process for the World Concern Bangladesh office. Provide support to the Program teams, Country Director, and International Finance Director in the preparation of the budgets for new projects submission to institutional donors.
- Respond to financial queries from donors and oversee submission of all financial reports as required. Maintain and manage the donor financial reports and monitor report tracking schedule. Verify all grant financial reports reconcile with World Concern cumulative project financial reports.
- Review the reconciliations of all balance sheet accounts monthly and ensure timely completion.
- Manage the following revenue projection in an accurate, complete, and timely manner for World Concern Bangladesh to maximize coverage of organizational costs by donor grants and application of RD and unrestricted funds towards growth opportunities – and that Country Leadership Team has regular, accurate data to guide related decisions:
- Long Term Pro-forma: design a tool that will project revenue and expenses for various programs. Analyze date and present recommendations to leadership.
- Short Term Pro-forma: use the analysis of the projected revenue and expenses to recommend future budget planning.
- Review and analyze World Concern monthly financial statements and report the financial status of the organization to the Bangladesh Country Leadership team monthly.
- Assist Country Director and Program & Project Managers in analyzing variance reports, recommending adjustments, and advising on program management decisions as necessary.
- Review journal entries and complete any adjusting entries as necessary, including but not limited to, time and effort allocation entries.
- Perform a semi-annual performance analysis of the micro-credit loan portfolio and make suggested actions to Country Leadership team and headquarter accounting staff as necessary.
- Assist the Senior Accountants in guiding counseling the activities of the finance officers and cashiers of World Concern Bangladesh. Provide effective coaching support in trouble-shooting situations, regarding day-to-day financial operations and supply chain management and training as needed.
- Oversee and advises on procurement procedures to ensure compliance policy and acceptable practices in Bangladesh; provides effective value chain understanding, guidance, and implementation on the procurement process.
Compliance
- Make sure all financial documents are compliant with the requirements for supporting documentation and follow World Concern financial procedures. Ensure all additional documents are obtained and procedures required by U.S. government grants or other donor requirements are followed as applicable.
- Supervise and coordinate both internal and external auditing requirements for the Bangladesh Office and field offices. Provide requested documentation to the WC headquarters office for the organization’s annual audit, meeting deadlines as stipulated.
- Liaise with external auditors as required and assist with the completion of the management letter to WC Country Leadership team.
- Develop a program for performing periodic internal audits of the micro-credit loan portfolio. This includes conducting financial and general compliance monitoring visits. Prepare monitoring and corrective action plans after each monitoring visit. Provide follow-up training as necessary.
- Review existing and develop, implement, and administer policies and procedures necessary for the effective financial operations throughout World Concern Bangladesh as approved by Country Director and International Finance Director
- Comply with local legal requirements by studying and understanding requirements, enforcing adherence to requirements, filing reports, and advising the Country Director on needed actions.
Procurement & Supply Chain
- Strategic Leadership in the procurement process across the organization. Review policy to develop strong internal control systems if needed.
- Build staff’s capacity on various procurement policies &processes in compliance with local government, donors, and WC.
- Ensure supply chain processes meet all legal requirements and standards.
- Lead the development of an annual procurement plan and key purchases to reduce lead time and assure quality. Assist in finding cost-effective supply chain solutions.
- Lead the process of day-to-day vendor management regarding major procurement like construction works and bulk purchase including evaluation after receiving the service. Develop and implement safety guidelines in all aspects of the supply chain.
- Lead the effort to make the procurement committee functional and effective in terms of aligning organizational policy with donor compliances.
REQUIRED EDUCATION, SKILLS & EXPERIENCE:
- Understand, articulate, and support World Concern’s vision, mission, core identity and values.
- Bachelor’s degree in accounting and master’s degree in finance management or similar field with strong proven competencies in financial management.
- Five years accounting and financial management experience in a multinational business and/or non-profit organization, with at least three in a leadership role, including oversight of staff, budget development & management and internal control/systems management, procurement oversight
- Proven ability to communicate and relate well across departments and in diverse settings.
- Demonstrated ability to read, write and speak English and Bangla at an advanced level.
- Working knowledge of accounting software packages and Microsoft Office.
- Must have problem solving capabilities; be able to work independently while staying aligned with the culture and strategic direction of the organization.
- Work efficiently and professionally with a variety of personality types.
- Willing to frequently travel to project areas.
- Available for at least a two-year commitment.
Preferred Education, Skills & Experience:
- Grant Compliance and Governance, including USAID, SIDA, EU, and Australian Government grants.
- Licensed as a Certified Public Accountant or equivalent.
- Demonstrated ability to teach and train others in small group settings.
Working Conditions:
- Requires frequent travel to different offices in the Bangladesh; occasional travel within the Asia region.
- Urban living conditions with exposure at times to challenging living conditions.
Compensation & Other Benefits
- Salary Range: Consolidated pay of Tk.93,000/-(Depends on Candidate’s required and preferred education, skills & experience, software knowledge and other considerations as per Job Description) on three months’ probation period.
