Term of Reference (TOR) to conduct midterm evaluation of DRRALA Phase-ll project, Kalapara, Patuakhali

Background
The project is situated in Kalapara of Patuakhali district. The target area is the coastal belt, well known as a disaster prone area in Bangladesh. Every year communities face cyclones, tidal surge, saline invasion, sea level rise, and river erosion which hamper their normal livelihoods. Due to climate change, the frequency, intensity and probability of these hazards have been increasing. The whole of each community will benefit, but especially women, children, disabled people and farmers who are most vulnerable to hazards due to climate change. The goal of the project is to build community disaster resilience through empowering the targeted communities and mainstreaming their Risk Reduction Action Plans (RRAPs) into the local development plan. The project helped to build the local capacity for alternative livelihood initiatives through Income Generation Activities (IGAs), encouraging the community to form self-help groups and formation and enhance the capacity of Ward Disaster Manage committee and volunteer groups. Thus, World Concern Bangladesh is looking for a consultant/farm to carry out the midterm evaluation to understand the achievement of the goal of these DRRALA Phase-ll project, target community on disaster risk reduction through alternative livelihood initiatives, leadership skills, understand their existing practices coping mechanism and capacities. The midterm evaluation report will help to understand the project situation and reinforce the next programme designing and to be used for the impact assessment. The consultant/farm is supposed to undertake this midterm evaluation in entire six Unions in 54 wards at Kalapara Upozila respectively.

WCB is supporting the following interventions through this project

  • Assess the achievement of expected results of the DRRALA Phase-ll Project;
  • Assess the changes in the lives of target people and their careers of project intervention areas;
  • Capture the project related learning and challenges that WCB can build on for devising future intervention plan.

Objectives of the consultancy
The consultant/farm will conduct, coordinate and oversee the impact on disaster risk reduction through alternative livelihood initiatives, leadership skills, understand their existing practices coping mechanism and capacities of the DRRALA Phase-ll Project. The data collected needs to be analyzed and formulated into a detailed report.

Specific Deliverables

  • Determine knowledge, attitudes and practices on DRR & alternative livelihoods in the working areas;
  • Document cultural and traditional practices of DRR that enhance or undermine appropriate DRR practices;
  • Identify key actors of change and/or influential community leaders and recommend approaches to include them in programme implementation that helps improved disaster risk reduction & alternative livelihoods practices;
  • Determine community perception on existing disaster risk reduction & alternative livelihoods interventions;
  • Determine the level of awareness and understanding on DRR & alternative livelihoods in the working areas.
  • People`s perception of risks in the working area and attitude towards the existing protection measures;
  • Understand the nature and prevalence of specific threats and knowledge about these threats put people at risk or compromise the effectiveness of protection mechanisms;

Trainings
With the volunteers, the consultant/farm will design and coordinate trainings for volunteers to improve their knowledge and understanding of midterm evaluation and to ensure data quality, quantity and timely delivery of report.

Methodologies

  • To develop a comprehensive study methodology and study design with relevant tools for conducting final evaluation in all six unions;
  • To train volunteers for helping the data collection process;
  • To follow-up data collection to ensure data quality and quantity;
  • To formulate the final report after data compilation and analysis;
  • To integrate comments/ reviews/ feedback and produce the final report with stipulated timeframe.

NB: The development of the survey methodology, the training provided and the data collection should be highly participative, involving the Program Manager as well as other project staffs. Tools to be used should include: desk review of reports on DRRALA Phase-ll Project and background information on the influx, focus group discussions, in-depth interviews, and on-site observation.

Timeframe
Suggested: 30 days (possibly in between July 1, 2021 to July 31, 2021 initially) for this assignment. Consultant to propose a timeframe with details of anticipated actions/activities.

Desired skills, qualifications, and experience

  • Previous experience in conducting project midterm and final evaluation with participatory approaches
  • Excellent communication, writing, and editing skills
  • Ability to work across agencies
  • Familiarity with history, dynamics and working environment in Bangladesh issues
  • Good understanding of / and sensitive to different cultures and traditions
  • The consultant must have a strong background in social work with a focus on DRR and livelihoods interventions
  • Experience Humanitarian programming or work
