Winrock International is recruiting applicants for the position of Sr. Manager-Training and Employment for the ‘Ashshash – for men and women who have escaped trafficking, Phase II’ is a four-year program  supported by the Embassy of Switzerland in Bangladesh and implemented by Winrock International.  The objective of the project is supporting 6,000 (65% female) survivors of trafficking to reintegrate into  their communities and achieve personal well-being and self-sufficiency. The project will accomplish this  goal by May 31, 2027. 

The position is contingent upon receipt of donor funding.

POSITION DESCRIPTION

POSITION TITLE: Senior Manager - Training and Employment  

LOCATION: Dhaka, Bangladesh 

STATUS: Full time 

REPORTS TO: Bangladesh Ashshash Project Director  

POSITION SUMMARY: 

Senior Manager Training and Employment Manager will be in charge of spearheading the design and  implementation of various initiatives under the Ashshash project, which aims to provide relevant, need  based and marketable skills to enhance survivors' sustainable employability and entrepreneurial  capacities. This may include vocational training, job-specific skills, entrepreneurship development  training, or mentorship programs tailored to their interests and abilities. This role entails overseeing the  activities of sustainable Reintegration partners, which includes enhancing their capacities on skill  training and sustainable employment through training programs, supervising their work, and facilitating  the seamless sustainable reintegration process in collaboration with the other Ashshash components.  The position will be responsible for supporting business development components and actively  contributing to survivors' market access. 

Specific responsibilities include but are not limited to:  

  • Ensure the timely and high-quality design and implementation of economic protection  components of Ashshash, including planning, designing, monitoring, and managing project  activities in the designated areas. 
  • Lead the process for the sustainable integration of survivors of trafficking in collaboration with  Social protection component, through assisting regaining survivors independence,  strengthening of the socioeconomic condition of survivors, focusing on economic self sufficiency.  
  • Take the lead in collaborating with sustainable reintegration partners, capacity building them,  supervising their processes, and carrying out activities such as career counselling, skill training,  referral support, Business development support and sustainable employment activities 
  • Providing technical support to partner organizations to ensure quality skills training through  mentor mentee and Industry based, soft skills training, apprenticeship, assessment and job  placement and enterprise development in local and national markets; 
  • Lead to design and implement entrepreneurship development program including business  basic, Entrepreneurial and financial literacy, business start-up support, market linkage with local  value chain system; 
  • Establishing network and maintaining effective communication with local and national level  private companies for ensuring employment of beneficiaries. 
  • Facilitating an advocacy coordination with the Government of Bangladesh, civil society  organizations, and private sector stakeholders to devise and facilitate the execution of skill  development, referral services and sustainable integration initiatives aligned with program  goals. 
  • Develop role model from Survivors group and capacity building for them as part of leader  survivors development initiatives of Ashshash 
  • Create an annual plan for capacity development of sub-partners, including the relevant training  modules development and taking the initiative to facilitate training on economic empowerment  issue and climate resilience livelihood issues.
  • Support the strengthening of the socioeconomic condition of survivors, focusing on economic  self-sufficiency. This may include facilitating access to finance, skills development programs,  and income-generating opportunities. 
  • Support in develop plan for access to finance and access to market facility in collaboration with  Private Sector Engagement component 
  • Support the effective implementation of gender and social dimension interventions within the  project 
  • Guide partners in incorporating gender-responsive approaches, ensuring that activities and  strategies consider the specific needs and priorities of different genders and vulnerable groups. 
  • Support the Policy Advocacy specialist in implementing National Referral Mechanisms (NRM)  at the national and field level.  
  • Organize and maintain all records and files in accordance with Winrock and SDC requirements.
  • Other duties, as assigned 

Qualifications:

  • Master’s degree in Business Administration, Marketing, Development Studies, Social Science, or any other relevant discipline from a reputable University 
  • Minimum 08 (eight) years of professional experience in a development program  (INGO/UN/SDC/USAID, preferred)  
  • Deep knowledge of workforce development for marginalized and vulnerable populations
  • Experience working with local and international NGOs or UN agencies addressing trafficking in-persons, migration, skills training, entrepreneurship development, self and wage  employment, sustainable reintegration or other related issues in Bangladesh is preferred
  • Organized, detail oriented and able to multi-task to meet deadlines 
  • Flexible, self-motivated and able to work with little supervision 
  • Strong interpersonal skills and ability to work in teams and multi-cultural environments
  • Computer proficiency: Microsoft Office, databases, email and internet 
  • Fluency in English and Bengali required
