Winrock International is recruiting applicants for the position of Program Officer-Business  Development for the ‘Ashshash – for men and women who have escaped trafficking, Phase II’ is  a four-year program supported by the Embassy of Switzerland in Bangladesh and implemented  by Winrock International. The objective of the project is supporting 6,000 (65% female) survivors  of trafficking to reintegrate into their communities and achieve personal well-being and self sufficiency. The project will accomplish this goal by May 31, 2027. 

The position is contingent upon receipt of donor funding.

POSITION DESCRIPTION 

POSITION TITLE: Program Officer – Business Development 

LOCATION: Dhaka, Bangladesh 

STATUS: Full Time  

REPORTS TO: Senior Manager – Training and Employment 

POSITION SUMMARY: 

The ‘Ashshash – for men and women who have escaped trafficking, Phase II’ is a program supported by the Embassy of Switzerland in Bangladesh and implemented by Winrock  International. The Business Development Program Officer will support the Senior Manager Training & Employment in carrying out activities related to economic empowerment through  various services, such as entrepreneurship training, enterprise development, access to finance and market linkage, and technical assistance to Sustainable Reintegration Partners (SRPs) in 10  project operational districts. The ‘Ashshash – For Men and Women Who Have Escaped  Trafficking, Phase II’ is a four-year project supported by the Embassy of Switzerland in  Bangladesh and implemented by Winrock International. 

Specific responsibilities include but are not limited to:  

  • Ensure timely and high-quality implementation of business development-related activities of the survivors according to the approved work plan. 
  • Oversee partners and support overall work planning and implementation of activities  related to the Enterprise or Business development of interested trafficking survivors.
  • Ensure effective Entrepreneurship development training based on the demands of the  survivors with the engagement of technical partners and Sustainable Reintegration  Partners (SRPs). 
  • Establish strong market linkage with district and national-level value-chain actors such  as private sector companies, buyers, business associations, chambers, National  Association of Small and Cottage Industries of Bangladesh (NASCIB), trade body, and  other business communities.  
  • Develop capacity development training module and arrange the training session for the  survivors of trafficking considering business management, financial literacy, marketing,  product development, and other relevant areas. 
  • Support access to finance initiatives for the survivors through establishing relationships  between survivors and financial institutions for getting collateral-free loans and other financial facilities. 
  • Organize entrepreneur’s conference at the district level for establishing a women  entrepreneurs’ network and connection with larger buyers with the support of technical  partners and SRPs. 
  • Support initiatives for capacity development of SRPs’ staff related to business  development support for the survivors. 
  • Foster partnerships and collaborations with relevant stakeholders such as government  agencies, private sector companies, buyers, financial institutions, NGOs, and business  associations. 
  • Closely monitor survivors' progress in order to establish themselves as  microentrepreneurs or self-employment. 
  • Support Monitoring, Evaluation, Research, and Learning (MERL) component to track  and assess the progress and impact of the program and analyze information to evaluate  the effectiveness of interventions and identify areas for improvement. 
  • Contribute to knowledge-sharing, lessons learned, and best practices documentation to  build an understanding of programmatic results and impact in relation to desired  outcomes. 
  • Support to Senior Manager- Training and Employment and Private Sector engagement  Manager to carry out economic empowerment-related activities. 
  • Other duties as assigned. 

Requirements: 

  • At least Bachelor’s degree in any relevant subjects, Business Administration/  Economics/ Development Studies is preferable 
  • Master’s degree in the relevant subject will be an added advantage 
  • At least 5 (five) years of experience in business or entrepreneurship development, or a  relevant field 
  • At least 3 (Three) years of progressive experience of dealing with private sector  organizations acquired in reputed local NGOs, INGOs, Private Sectors, and relevant  business organizations. 
  • Working experience in Business Development Services, private sector companies,  chambers, business associations, and trade body will be an added advantage.
  • Experience in supporting implementation of gender and social dimension intervention and  gender mainstreaming in projects is a plus. 
  • Ability to plan and implement iterative field-level activities for business systems change
  • Ability to explore and recommend interventions to Field Team 
  • Good analytical & problem-solving skills and an energetic and focused approach to  mentoring  
  • Excellent interpersonal, facilitation, and leadership skills  
  • Ability to work with various national and international team members and flexibility to adapt  to different work conditions  
  • Strong communication, presentation, negotiation, and project management skills
  • Written and oral communication skills in Bangla and English, including the ability to  present coherent and convincing messages to different audiences
