Position: Monitoring & Evaluation Manager

CONTEXT: Water & Life Bangladesh (W&L Bangladesh) is a non-profit organization, established by the French NGO Eau & Vie. The NGO is active in Bangladesh with the goal of improving the living condition of Urban Slum dwellers by implementing water network, firefighting, hygiene promotion, sanitation and solid waste management activities.

W&L Bangladesh works in close association with its social business company Shobar Jonno Pani (SJP), also established by Eau & Vie, which is specialized in safe water supply for lower income community who do not have access to water in Bangladesh, aiming at creating quality-controlled piped and metered water supply networks, which are financially viable, socially responsible and adapted to the needs of urban low-income community.

Both W&L Bangladesh and SJP engaged in partnerships with the local communities, govt. authorities, water operator and other development stakeholders through two branches one in Dhaka and the other one in Chattogram.

TYPE: Permanent

LOCATION: Based in Head Office, Banani, Dhaka with visits in Chattogram and around the country.

REPORTING TO: Country Director.

COORDINATION WITH: Program Managers, Technical Advisors (TA), Head of Departments.

DUTIES & RESPONSIBILITIES

Under the direct supervision of the Country Director the M&E Manager has to coordinate and lead the M&E system for the Bangladesh program and ensure its development in close collaboration with the M&E Technical Advisor in the HQ (France).

Details responsibility shall include but not limited to the following:

  • Participate in the development of planning documents related to M&E (strategic plan and action plan, M&E department guidelines, etc.).
  • Participate in the revision and improvement of the logical framework and program indicators
  • Train local teams in M&E (including planning, monitoring the implementation of action plans, etc.) in close collaboration with the CD
  • Participate in the development of the M&E division's operating procedures and ensure that they are properly applied.
  • Participate in cross-country and cross-functional working groups
  • Coordinate monthly and quarterly reporting procedures locally (methodological support, consistency review, etc.).
  • Ensure the improvement and development of monitoring and reporting tools in conjunction with the Technical Advisor
  • Manage or support the implementation of studies (prospecting, preliminary studies, reference studies) according to E&V procedures
  • Provide methodological support for sector studies (waste, sanitation, hygiene, etc.).
  • Participate in study planning and respond to ad hoc study requests
  • Participate in the improvement of Studies and Surveys processes
  • Ensure the accuracy and availability of mapping elements
  • Train teams to use the GIS tool if necessary
  • Coordinate the capitalization of field studies (qualitative and quantitative data collection, household surveys, focus groups, etc.).
  • Provide internal M&E training (Logical Framework, Capitalization, etc.).
  • Provide methodological support to other departments to capitalize on their expertise and practices
  • Ensure that all information is centralized, accurate and available
  • Support, manage and build the capacity of the team members
  • Evaluate the teams members
  • Draw up and ensure implementation of personal development plans for team members
  • Ensure compliance with procedures and guidelines by his team
  • Train employees according to their skills

QUALIFICATION:

  • Education
    • Minimum Master degree in Statistics / Social Science / Development Studies / Geography and any other relevant subject with research background

    (Educational qualification can be relaxed for exceptional candidates and candidates with relevant experience).

  • Experience
    • Minimum 5 years of
    • Proven experience in the area of Monitoring & Evaluation and Prospections.
  • Skills
    • Computer skills (MS Office) is a MUST
    • Ability to use Geographical software (QGIS) is HIGHLY preferred
    • Expertise in both quantitative and qualitative research methods
    • Ability to use digital data collection and data analysis software (KoboToolBox, sphinx,…) is preferred
    • Fluent in Bangla and English (speaking and writing)
    • Ability to coordinate and supervise

  • Salary Range: BDT 70,000 to 80,000 for (depends on candidate’s skills and work experience)
