Position: Human Resource Manager

CONTEXT: Water & Life Bangladesh (W&L Bangladesh) is a non-profit organization, the local branch of the French NGO Eau & Vie is active in Bangladesh with the goal of improving the living condition of Urban Slum dwellers by implementing water network, firefighting, hygiene promotion, sanitation and solid waste management activities.

W&L Bangladesh works in close association with its social business company Shobar Jonno Pani (SJP), also established by Eau & Vie, which is specialized in safe water supply for lower income community who do not have access to water, aiming at creating quality-controlled piped and metered water supply networks, which are financially viable, socially responsible and adapted to the needs of urban low-income community.

Both W&L Bangladesh and SJP engaged in partnerships with the local communities, govt. authorities, water operator and other development stakeholders through two branches one in Dhaka and the other one in Chattogram.

POSITION TYPE: Permanent

LOCATION: Based in the Head Office at Banani, Dhaka with visits in Chattogram and around Dhaka.

Reporting to:  Country Director

COORDINATION WITH: Executive Committee Members, All SJP and W&L teams in the Branches and at the Head Office and HR Director in HQ-France.

SUPERVISION OF: Sr. HR Officer

Job summary:

Main Duties: 
Under the direct supervision of the Country Director the HR Manager will be responsible for the management of the HR operations of the organizations to ensure employees are working towards common goals and objectives. S/He will develop the HR policies in accordance with the labour laws in the country and ensure they match with the specificities and needs of the organizations.

Tasks & Responsibilities:

1. HR Strategy and Budgets

  • Participates to 3-year Strategic Plan elaboration
  • Develop and implements the Annual Action Plan accordingly
  • Prepare and monitor the HR budgets and expenses
  • Provide detailed reports on manpower costs, overall HR-related costs and suggests solutions to better monitor and control expenses
  • Prepare HR monthly budget forecast
  • Lead the local component for any HR projects (JD new template, implementation of HRIS etc.)

2. Talent Acquisition

  • Prepare yearly manpower planning together with the heads of the departments
  • Assesse the human resources in quantity and quality and provide recommendations
  • Ensure the optimization of the HR organization and updates the organization charts
  • Ensure that all policies related to recruitment are well implemented, including onboarding
  • Review job descriptions for advertisements of vacant positions
  • Lead the recruitment process
  • Review the hiring documents and pre-employment requirements prior deployment

3. Compensation & Benefits

  • Participate to the definition or adjustment of the salary scale, based on the existing remuneration levels and wages paid by other organizations in the country, homogenize the allowances policy and gives the necessary support to its implementation.
  • Ensure an accurate and timely management regarding human resources such as staff presence and leave follow up, payroll and salary payment including benefits.
  • Prepare payroll and pay slips
  • Administer the Final Settlement calculation for employee separations
  • Proper monitoring and implementation of the medical insurance
  • Review the medical insurance program annually
  • Look after the contributory provident fund program

4. HR Advising

  • Maintain the implementation of procedures and features or adaptions in the HR manual in accordance with the legal framework (including fiscal aspects) and update the internal regulation to enhance the workflow of the organizations
  • Handle personnel issues relating to staff conflicts, absenteeism, performance issues, etc. in compliance of the HR manual
  • Provide advice and recommendations on disciplinary actions
  • Conduct exit interviews and make sure Off-boarding is properly implemented.
  • Ensure good relationship and networking with the local authorities and administrative authorities
  • Update the common tools with HQ and Bangladesh

5. Performance Management

  • Arrange, guide, monitor and participate to annual evaluations appraisal process to ensure a smooth annual appraisals campaign
  • Facilitates internal promotion of employees.
  • Organize and lead people reviews.
  • Identify training and development opportunities in coordination with managers
  • Organize staff training sessions, workshops and activities as capacity building initiatives
  • Process employee requests for outside training while complying with policies and procedures.
  • Provide basic counselling to staff who have performance related obstacles in collaboration with the department leads
  • Access funding for training and write proposals
  • Promote workplace safety

6. Leave & Attendance Management

  • Monitor daily attendance to investigate and understand causes for late attendances and absences
  • Recommend solutions to resolve chronic attendance difficulties
  • Guide team leaders to monitor scheduled absences such as holidays or travel and coordinate actions to assure the employees absence has been adequately covered off to ensure continuity of services

7. Team Management

  • Manages the HR Officer(s) to ensure smooth daily HR operations
  • Evaluate team member(s)
  • Build the teams’ personal development plans and ensure their implementation
  • Ensure that the team complies with internal procedures and the Eau et Vie Charter
  • Communicate general and strategic information of SJP and W&L in an appropriate way
  • Ensure smooth communication between the team members and the departments

QUALIFICATIONS

  • Education: MBA with major in Human Resource Management or Master Degree in Psychology/Management or any other relevant subject from a reputed university.

Experiences:

Minimum 7 years of professional experience out of which:

  • At least 3 years of experience in managerial/supervisory position
  • At least 3 years of experience in an NGO/INGO
  • Experience of working in a multicultural environment is required

Salary Range: BDT 70,000 to 80,000 for (depends on candidate’s skills and work experience)
