Currently WaterAid is looking for a dynamic, committed, passionate and self-driven individual for the position of ‘Programme Officer - Engineer’ for its Urban and  Industrial Urban portfolio dealing with WASH projects at Industries and their workers settlements and communities in different part of Bangladesh.

Key Responsibilities:

  • Play the key role in initiating, guiding, facilitating and supporting the implementation of different projects under the Industrial Urban portfolio to ensure quality outputs.
  • Prepare bill of quantity (BoQ), estimation, etc. of WASH infrastructures.
  • Drive, achieve and maintain agreed quality and standards during the construction of WASH infrastructures to ensure sustainability.
  • Ensure the health and safety policy of WaterAid Bangladesh is adhered to during construction and support project teams on this matter.
  • Act as the key focal person for all technical aspects, water quality issues, and technical monitoring of the projects under the Industrial Urban portfolio.
  • Identify and support the implementation of context-specific/demand-based WASH technologies for the assigned area/context.
  • Assess the performance of different water and sanitation technologies and different pilot initiatives and recommend necessary improvements.
  • Document learning from various interventions/ initiatives and disseminate the same jointly with the respective team.
  • Support/lead different research/ action research based activity as per organisational demand.
  • Support Industrial Urban team in planning, reviewing programme/ project plan and budget in line with WaterAid’s mission, vision, values and principles.
  • Develop relevant operational and technical guidelines and modules for WASH interventions for the front-line staff members, community leaders and other stakeholders.
  • Develop the capacity of partners’ engineers and other relevant personnel and orient them on different policies, promote best practices, operation and maintenance, etc.
  • Monitor progress and performance of technologies; quality and compliances of different policies, process and suggest onward actions.
  • Continuous review of progress against the plan of WASH interventions through partners, identify challenges and loopholes to provide appropriate feedback and support to ensure smooth and effective implementation of the projects.
  • Prepare field visit/ follow-up report and share it with the relevant partners and supervisor.
  • Assist MEL and Technical team in verification and validation of data on the progress of projects periodically.
  • Contribute to the preparation of periodic project reports and documents as per internal requirements, donors and other stakeholders.
  • Support Technical Team in producing any technical analysis/study and report.
  • Coordinate with other teams of WaterAid Bangladesh to ensure providing necessary support to the partner organisations on their needs.
  • Exhibits appropriate communication style when communicating with the whole range of colleagues, partners, communities and stakeholders.

Requisite qualifications, experience, and attributes:

  • BSc in Engineering (Civil / Environment / Water Resources) from any recognised University; candidates with Masters or equivalent degree will get preference.
  • Minimum 03 (three) years demonstrated working experience in engineering field; candidates with experience working in development sector preferably in WASH will have advantages.
  • For excellent academic attainment or graduation/post-graduation from abroad, the years of experience may be relaxed.
  • Understanding on technical, social and institutional issues relating to water and sanitation, hygiene education in developing countries.
  • Basic understanding of industrial/RMG sector in Bangladesh.
  • Experience in preparation of project work plan, and budget.
  • Capable to design, drawing and estimate Water and Sanitation infrastructures independently.
  • Advanced Knowledge on water efficiency improvement at industries with practiced technologies like rainwater harvesting, zero liquid discharge etc.
  • Basic knowledge on environment and industrial pollution.
  • Excellent computer skills not limited to but MS Word, MS Excel, MS PowerPoint.
  • Hands on experience of software like CAD, GIS, etc.
  • Excellent presentation, communication and report writing skills both in Bangla & English.
  • Strong analytical skills, and capacity to work independently and meet tight deadlines.
  • Extensively travel different parts of the country.
Reportable to : Manager - WASH
Workstation : Dhaka, Bangladesh
Working Hour : Full time (05 days in a week, minimum 37.5 hours per week)
Salary & benefits : Monthly gross salary is BDT 60,300/-; higher salary may be offered to the deserving candidate based on skills, competencies, and experiences. Other benefits include provident fund, gratuity, festival bonus, life insurance for self, health insurance scheme for self, spouse and children, cell phone allowances etc.
