WaterAid Bangladesh (WAB) is looking for a dynamic, committed and self-driven individual for the role of ‘Technical Specialist – WASH’ for an anticipated project. The individual will work under the Programme Department for implementing this project in the 18 selected districts. The individual will be the key person responsible for leading, managing and successful implementation of the project.
Along with working on the capacity building of the partner organizations (POs) who will work with PKSF, this project will also focus on supporting the POs for selecting the local WASH entrepreneurs (LEs) who will work at the household level. The partner organisatons are Microfinance Institutions operating in multiple districts of Bangladesh. Developing training materials for the LEs, developing capacity building manuals for women LEs, building on the skill set of women LEs, developing orientation guidelines and follow up support to the old/ trained LEs and developing facilitators’ guideline for the PO staff for using behaviour change communication (BCC) materials are some of the key objectives of the project.
Key Responsibilities:
As a member of the Technical Assistance Team, The Technical Specialist – WASH will be responsible (but not necessarily limited into) for the following:
- Determine appropriate WASH technologies within the context of selected locations and update the sanitation catalogue for the project areas
- Developing training materials on water and sanitation for the LEs jointly with the Capacity Building Specialist (CBS) based on approved technological designs given in the sanitation catalogue
- Prepare training plan jointly with CBS and conduct training sessions especially technical aspects in the staff orientation and LE’s training
- Visit production centres and construction works of LEs and provide on-the-job support to develop skill of the LEs and ensure quality of the construction works and materials
- Verify samples of WASH facilities installed by LEs at the household level and ensure that those meet required design specification, environment and social safeguard compliances, quality protocols and provide necessary support as and when necessary
- Identify field problems including scope of improvements on technical aspects of designed WASH infrastructure at household level including twin pit latrines, running water supply system with shallow and deep borehole and rooftop tank, bathing cubicles, hand washing station, wastewater drainage system etc being implemented by POs in consideration of user perspectives and SDG requirements
- As per project requirement, coordinate with the DPHE, Technical Specialist of Project Management Unit (PMU), POs and other specialists of the TA firm who would be involve in implementing the water supply and sanitation facilities
- Assist TL for preparing reports as needed
Requisite qualifications and experience:
- Bachelor’s degree in Civil Engineering or in any relevant technical field.
- At least 07 years’ experience in preparing design and implementation of WASH infrastructure including safely managed water supply system and sanitary latrine at household level
- Sound understanding of WASH sector, associated enterprises and markets for different sanitation products
- Experience in field level supervision for construction of water supply and sanitation system is necessary.
- Proven track records of working in challenging conditions in rural areas
- Positive attitude for frequent traveling and staying for a long time in the field is crucial.
- Hands on experience in working with NGOs or private sector in delivery of water supply and sanitation services.
- Competence in relevant report writing in English.
- Strong coordination and communication skills.
- Timely output within tight deadlines in a very busy environment.
- High level of proactiveness and creativity, self-motivated and positive attitude to work in team approach.
- Demonstrated respect for gender, diversity, organisational cultural and promote safeguarding and uphold organisational values.
