Programme Manager

 

WaterAid Bangladesh is an international, non-Government, not-for-profit organization, determined to make clean water, decent toilets and good hygiene normal for everyone, everywhere within a generation and is looking for a dynamic, committed, passionate and self-driven individual for the position of ‘Programme Manager’ for its Climate Resilient programme in Bangladesh.

The position is responsible for leading and implementing the Water, Sanitation and Hygiene (WASH) focused Climate Resilient programme by partner organization following country programme strategy (CPS). S/he will play proactive role in the field of Climate Change Adaptation (CCA) and Disaster Risk Reduction (DRR) to influence the national and local level decision making process by advocating the emerging issues as well as sharing the learnings from Climate Resilient programme being implemented by WaterAid and its partners. The position will be responsible for programme designing, supporting and monitoring programme implementation and building partner’s capacity in the areas of CCA and DRR which will also form the basis of respective influencing work.

Key Responsibilities:

  • To support the design and delivery of WA Bangladesh’s climate and disaster related projects/programming by working directly with partner organisations. This includes efforts to mainstream CCA and DRR in WAB’s programmes.
    • Facilitate partner NGOs to implement climate resilient programme efficiently through establishment of strong community organization and coordination with other sector actors including local Govt. institutions
    • Build capacity of partner NGOs in the areas of climate resilient programme management and implementation through mainstreaming WaterAid’s as well as national policies and strategies on water supply, sanitation and hygiene
  • To engage with and influence the climate change agenda in Bangladesh. This includes close working and regular dialogue with the Bangladesh Government, civil society, private sector, academia and other development partners. The post holder will help to show-case and demonstrate effectiveness of WAB’s interventions in relation to smart and resilient CC programme within the country.
  • To help shape the strategic direction of WA Bangladesh’s climate change activities, including possible future areas for engagement and investment. This should include demonstrating the implementation capacity of community based CCA and DRR programmes of WAB at national level.
  • Lead the ‘Climate Resilient’ programme of WAB that are targeted towards CC impacts on health and livelihood through implementing resilience of WASH programme with appropriate and adaptive technologies.
  • Mainstream CCA and DRR into local and national planning on WASH
  • Actively advocate at the national level by generating successful evidence from WABs Climate resilient programme. This includes preparation of policy briefs for advocacy
  • Proactive in developing strategies based on WA global goal, aim and on SDG 6
  • Instrumental in developing and designing new programme considering concept of IWRM, water security and WAB country programme strategy (CPS)
  • Facilitate partner NGOs to implement programme efficiently through establishment of strong community organization and coordination with other sector actors including local Govt. institutions
  • Build capacity of partner NGOs in the areas of programme management and implementation through mainstreaming WaterAid’s as well as national policies and strategies on water supply, sanitation and hygiene
  • Ensure grants compliance along with organizational policies and procedures

Person specification:

  • At least masters or equivalent degree preferably in Social Science, Disaster Management, Environmental Management, Development Studies and Engineering
  • At least 05 (five) years management experience in development field of which 03 (three) years with any international organisation/donor agency. Working experience in the field of CC and Disaster Risk Reduction is essential.
  • Experience in project management i.e. project development, planning, budgeting, implementation and monitoring.
  • Demonstrated expertise of leading, managing and developing the team members.
  • Sound knowledge and experience in influencing and advocacy and communication in relation CCA and DRR at national and regional level
  • An in-depth understanding of Climate change issues, including actors, political economy, policy and advocacy networks and social movements in Bangladesh and the South Asia region
  • Thorough knowledge on Climate Change context of the country, its impact on WASH, health, livelihood and relevant technical, social and institutional settings of the country
  • Sound knowledge on Integrated Water Resources Management (IWRM), water reuse, water efficiency and transboundary water, water security.
  • Understanding of Partnership management and development issues
  • Excellent communication, presentation, facilitation, collaboration and interpersonal skills
  • Able to contribute in the regional and global platforms within and outside WaterAid
  • Demonstrated pro-activeness, organizing & problem-solving abilities
  • Able to plan, priorities and organise self and others, ability to work independently with minimal supervision and aptitude to work under pressure to meet deadlines.
  • Possess gender and cultural awareness, positive attitude and professional integrity
  • Ready to undertake extensive field visits 
Reportable to : Head of Programmes
Working hours : Full time (05 days in a week with minimum 37.5 hours per week)
Work station : Dhaka, Bangladesh
Contract tenure : 03 Years with a possibility of extension
