About LEAN Project

Leadership to Ensure Adequate Nutrition (LEAN) project is consortium among the United Purpose, Helvetas Swiss Intercooperation (HSI), Global Alliance for Improved Nutrition (GAIN), Jum Foundation, Caritas Bangladesh and Integrated Development Foundation (IDF). LEAN Project seeks to improved maternal and child nutrition. Action of this project is being implemented among 82,000 pregnant and lactating women; 100,000 children under 5 years; 100,000 adolescent girls from 210,000 rural households at CHT, Bangladesh within the period of September 2018 to August 2023.

Context of DRR Intervention in the LEAN Project

The project has three outputs to achieve. Activity titled “Facilitate local communities and prepare village-based Disaster Risk Reduction Plans with especial focus on nutrition demand during pre and post disasters” under output 3. Broader objective of this intervention is to facilitate the community people, traditional community leaders (Headmen & Karbaries), Local service providers, women business centers (WBCs), adolescents’ clubs, etc. to develop Disaster Risk Reduction Plan for each village. In small scale, the action will contribute to implement the Village Disaster Risk Reduction Plans. LEAN project revealed disasters are one of the identical barriers to attain nutritional outcome of this project. Output 3 focuses on identifying the underlying causes of problems with sustainable solutions rather offering the surface level solutions through inclusive and contextualize development. LEAN project is facilitating communities to develop village based DRR plan following a systematic approach/strategy with an outreach of 3500 villages or paras of which 972 villages/paras at Bandarban, 972 villages/paras at Khagrachari and 1556 villages/paras at Rangamati Districts.

A technical team consists of personnel from consortium providing technical guidance to core team members at Districts level with the assistance of monitoring and result measurement/management (MRM) and management information system (MIS) team to accomplish the village based DRR planning. Core team members are facilitating the implementing partners who are cascading the DRR implementing strategies to community volunteers as they are local inhabitants have sound understanding on the local context. LEAN supported community-based organizations, local actors, local leaders, elders, social elites, relevant GoB and private sectors, community people are the core respondents and participants to formulate contextual village based DRR planning. Entire DRR planning exercises shall be carried out in participatory way through conducting in-depth household interview (IDI), key informant interview (KII) and focus group discussion (FGD). Information and inputs from the community shall be captured through both in the digital and manual way. LEAN shall utilize ODK software to capture information. DRR group exercises shall be done through manual method that would be translate into digital platform. After capturing primary information into the ODK system, analysis shall be done to formulate summary report. This summary report shall be utilized to formulate village based DRR planning through plenary session involving wider communities. This plan shall be treated as DRR planning for the particular village to integrate with the respective Union Parishod’s DRR planning. LEAN shall facilitate to do advocacy at District and National level to attain village based DRR planning through involving relevant line departments, Ministries, CHTDB, HDC and other development agencies.

Context of the position as DRR Expert

Being a technical background on DRR, this position shall oversee the technical aspects of collected data into the ODK system, translate manual information into the digital platform, analyze them, data cleaning and formulate village based DRR planning in presentable way in her/his assigned area. Under direct supervision of District Managers s/he shall communicate with members of technical team to triangulate information that can be utilized to formulate report. Broadly, DRR Expert is responsible to formulate village based DRR panning after analyzing information from ODK platform independently.

Job duties and Responsibilities

  • Prepare plan of action (in line with DIP) and execute accordingly
  • Closely work with consortium partners and colleagues mainly to supervise the team engaged for village level DRR plan.
  • Stablish networking and collaboration with community, DMCs and other relevant stakeholders at union, upazila and district level.
  • Provide technical support to the team engaged for CRA and RRAP including data collection.
  • Ensure proper data management, analysis, report preparation, dissemination and finalization.
  • Monitor the progress of village level DRR planning process and initiate for necessary actions to accomplish the task on time with quality.
  • Devise strategies for execution village level DRR plan at the community level through involvement of community, local NGOs/CBOs and local administration.
  • Promote and ensure the integration of Disaster Risk Reduction in all sectoral interventions under LEAN
  • Develop CHT context oriented DRR strategies in response to any emergencies.
  • Develop resource mobilization strategy for the implementation of village level DRR plan.
  • Identify and document best practices and lessons learned linked to the Disaster Risk Reduction plan.
  • Organise and facilitate capacity building training and orientation for staffs and stakeholders.

Experience requirements

  • He/she is required to have at least 5 years’ experience of working on DRR and CCA related interventions.
  • It is required to have sound experience and expertise on facilitating CRA, PRA and RRAP as well as develop tools & questionnaire including data management, analysis and report preparation.
  • Excellent ability to quickly grasp and synthesize inputs from a range of disciplines related to disaster management and development.
  • Proficient in using the prevalent computer applications (word processing, presentations, email, etc.) 
    Self-motivated, ability to work with minimum supervision; and
  • Good communication and interpersonal skills, team-oriented work style, interest and experience of working in multi-cultural environment.
  • Fluency in written and spoken English is required
  • Demonstrated ability to work under pressure, multi-task and meet deadlines.
  • Experience of working in a post-disaster situation a distinct advantage
  • Good humor, patience, high energy, and a shared belief in LEAN consortium mission.

  • Interest and skills in supporting and contributing to staff development
  • Self-supporting in computers (Windows, spreadsheets, Word, internet)
  • Complying with Safeguarding policy
  • Able to influence, communicate, co-operate and negotiate with a wide range of people and organizations mainly in CHT context.

Educational Qualification

    • Advanced level degree (Masters) from any renowned University in social work, social sciences, disaster management, development studies, or other relevant field.
