ToR for Consultant to Develop AI Based Solution for Risk Anticipation

Introduction:

United Purpose Bangladesh is implementing Strengthening Urban Public-Private Programming for Earthquake Resilience (SUPER) Project in Dhaka North and South city corporation. This is a consortium project, funded by European Civil Protection and Humanitarian Aid Operations (ECHO). Other member organizations of the consortium are World Vision, Dhaka Chamber of Commerce and Industry (DCCI) and ActionAid Bangladesh. Overall purpose of the project is to increase national capacity and coordination for disaster management, that will ultimately contribute to a strengthened earthquake disaster risk management (EQDRM) of urban communities.

Principle Objective of SUPER Project: To strengthen resilience of businesses and urban communities to reduce the impact of earthquake in Bangladesh.

Specific Objectives of SUPER Project: To increase collaboration and multi-stakeholder initiatives engaging the private sector in creating more resilient urban communities in Bangladesh.

Result Areas of SUPER Project:

  • Coordination mechanisms and synergies between private sector, governmental and non-governmental Coordination mechanisms and synergies between private sector, governmental and non-governmental.

Rationale:

SUPER Project aims to increase national capacity and coordination of disaster management ultimately contributing to a strengthened earthquake disaster risk management (EQDRM) of urban communities. While Bangladesh has made progress towards strengthening the resilience of the public sector to disasters and crisis, challenges remain to integrating the country’s booming private sector into disaster risk management activities. To integrate private sector organizations in EQDRM, lack of a standardized mechanism for integration into coordinated EQDRM activities remain as a significant gap.
Following the 2015 Nepal Earthquake, the Government of Bangladesh (GoB) decided to establish a National Emergency Operation Centre (NEOC) to respond effectively to any severe catastrophic situation. Currently National Disaster Response Coordination Centre (NDRCC) operated by Ministry of Disaster Management and Relief (MoDMR) at the Bangladesh Secretariat serving as the coordination center for disaster response.

NDRCC is communicating forecast on flood and cyclone based on Flood Forecast and Warning Center (FFWC) and Bangladesh Metrological Department (BMD) data. The dissemination system and inner massage of these forecasts are functioning well. In case of fire, waterlogging etc. hazards in particular in urban setting, there is no detection and effective forecast mechanism in place. In most of the cases, the responding agencies/volunteers point at this gap. If we can reduce time consumption significantly to communicate risk of these hazards or any incident out of these hazards, that will impact reduce loss of life and resources. A mechanism of rendering real-time detection of mentioned hazards and massaging information to the first responders would be critical for SMART action. Considering the complexity and severity of disasters at community level, the use of technologies i.e., drones and CCTVs for disaster risk reduction and response will be critical for saving lives and resources. That will enable to take risk informed decision on time. The Government of Bangladesh is also promoting technological intervention in every aspect of life.

To meet the gap, SUPER project will pilot the use of artificial intelligence using existing CCTV/drone camera which is already existing and used by Bangladesh Fire Service and Civil Defense (FSCD), City Corporation, housing societies and private sector entities to anticipate hazards and initiate automated warning. SUPER project is also planning to use drones to assess disaster aftermaths for loss and damage assessment at the first possible instances. In case of coordination with City Corporations and Urban Volunteers SUPER project will work with the DEEPER and SURP Projects. Accomplishment of this piloting will be scale up in future using the largest CCTVs network of the country managed by Bangladesh Police. Areas like Dhaka urban is prone to large-scale disasters such as earthquakes, fire and waterlogging, use of such technology can greatly benefit to visualize the impact reducing cost significantly. This pilot initiative will be undertaken jointly with academia, and the output of the assignment will be showcased in National Level Knowledge Sharing Symposium. SUPER project will utilize this opportunity to promote young people engagement in Disaster Risk Reduction using digital technology. Private Sector Emergency Operation Center (PEOC) at Dhaka Chamber of Commerce and Industry (DCCI) will be the center point of coordination of all activities mentioned above

Hence, the SUPER project intends to proceed with a twin track process of research and innovative competition among the young researchers to bring together the seriousness of research work and festivity of creation.

The research work part will be conducted by an expert, preferably by a professor engaging brilliant student(s) awarding fellowship. This research will explore the nitty gritty of using Artificial Intelligence for hazard/ risk anticipation. This systematic research will also shed light on digital data processing for using those in real time hazard/ risk anticipation. That will support response authority/ team to be prompt in action, eventually reduce loss of lives and resources.

Festivity of creation part will be a competition among young programmer and applications developers. To bring them onboard in DRM activities, thus country specific problems will be solved in a realistic manner. A popular name of this type of competition is called Hackathon. Currently there many different types of hackathons are happening in the country, mostly on space technology. This hackathon will set an example of utilizing young people’s creative capacity for DRM, in line with National Strategy for Artificial Intelligence Bangladesh, 2020.

In particular:

  • This assignment will conduct piloting on use of artificial intelligence based on digital data from existing CCTV/drone camera to anticipate hazard/ risk real time basis, as well as identify loss and damages during and after disaster.
  • This AI based solution will be connected to the PEOC and EOC of agencies i.e., FSCD BD, this information will help informed and quick decision making to reduce loss of lives and resources.
  • This solution(s) will be demonstrated in the Knowledge Sharing Symposium in October 2021.
  • This assignment will also deliver concept note on Hackathon and finalization of its complete process until award giving ceremony.

Objective of the Assignment:

Overall Objectives: To determine feasible AI based solution for risk anticipation in Urban context of Dhaka.

Specific objectives:

  • To identify and utilize appropriate technology for anticipating hazards in Urban context, i.e fire, waterlogging;
  • Engage Academia and youth/young people with related knowledge to leverage their prudence and creative capacity for community resilience building
  • To explore alternative tools for damage assessment and prompt response after earthquake
  • To share effective digital technologies for DRR in knowledge sharing platforms.

Methodology

The consultant has/have to clearly outline the methodology to be used for the research in his/her/their technical proposal and later on his/her/their inception report. But the proposed methodology has to include the following processes:

  • Literature, secondary data review and digital data analysis
  • Feasibility analysis to determine AI based information/technology
  • Research design and conduct research
  • Validation workshops and demonstrate feasible AI technology
  • Hackathon design, roll out with necessary procedure
  • Formation of Jury board and setting up criteria for winners’ selection

Major Deliverables

The major deliverables from the assignment are:

  • Inception Report with Methodology and Work Plan agreed by SUPER Consortium. The methodology and work plan should be developed considering COVID 19 risk.
  • Detailed research design
  • Hackathon design with Idea/solution hackathon process
  • Validated Application/ program for risk anticipation
  • List of recommended feasible AI technology with proper justification
  • Support to organize hackathon
  • Final Report (Both English and Bengali version)

Key deliverables will consider and reflect the following points:

The consultancy will be for a period of 120 days during the period of 2021. The Consultant shall specifically undertake the following tasks:

Application requirements:

All interested applicants for the consultancy work have to submit a technical and financial proposal separately as their application. The proposal submitted by the consultant should clearly reflect on the below listed requirements: 

  • Understanding of the Terms of Reference (ToR);
  • The expertise set they are planning to engage in the consultancy work on adequate knowledge earthquake, fire and waterlogging related feasible AI based technology; Preferably using Real time CCTV Camera footage.  
  • Experience to work with private sector, community, government and NGO stakeholders will get preference
  • Sound expertise to develop technical and financial proposal with quality.

 NB: Ensure value for money in all aspect of project designing and budgeting
Interested applicants, in addition to the technical and financial proposal they need also to attach a brief summary of their experience reflecting in the below listed assessment criteria:

  • Several years of experience on global earthquake and its risk anticipation through AI based technologies fit for Bangladesh context;
  • Experience to work with NGO/INGO/UN culture
  • A strong academic background/ PhD /Mphill/ in Disaster Management/ Environment/ Civil Engineering or any other relevant subject;
  • Expertise from Related academia will be eligible to apply (PHD/Mphill in CSE, AI based Technology will get perfence)
  • Strong commitment to meet deadlines;

Candidates are required to submit profile of Team leader and associates with a technical and financial proposal. It will be a condition of the contract that CVs of all individuals engaging in the assignment is submitted. The work plan must clearly outline which individual will actively lead and deliver on each component of the assignment. Senior consultant/team leader will be responsible for the successful and timely delivery of each component of the assignment.

Terms and Conditions:

  • United Purpose Bangladesh reserves the right to accept or reject any proposal without giving any verbal and or written rationale or whatsoever.
  • UPBD reserves the right to monitor the quality and progress of the work during the assignment.
  • Before payment, UPBD may review the supporting vouchers in connection with the submitted invoice.
  • Failure of delivering outputs before the set deadlines may result in penalties as per the existing policies of the UPBD.

Application Package:

  1. Academia with research team profile (not more than 5 pages)
  2. An application letter explaining why the Academia is the most suitable for the work;
  3. CV of the consultant/team and copies of educational qualifications and relevant experience;
  4. Financial proposal. The financial proposal shall specify a total lump sum amount breaking down the professional fee and relevant cost if any. Attach price offer (in BDT) with the electronic signature;
  5. Work plan to carry out the assignment.
  6. Attach your financial, research methodology, necessary papers, CV, profile, etc. as required with the mail and in one zip folder;
  7. VAT & TAX will be deducted as per the organizational policy.

Budget:

As per approved budget.

Payment Schedule:

  • The consultant shall receive 30% through S2B as signing amount after submission of agreed Inception Report; 
  • 30% of the proposed amount in the financial proposal upon the submission of study;
  • Final payment of remaining 40% upon the submission of all deliverables and final report agreed by UP;
  • VAT & TAX will be deducted as per the organizational policy;
