Organisation overview:

Self Help Africa (SHA) and United Purpose (UP) merged in late 2021 to implement programs to end extreme hunger and poverty in 17 countries, mainly in sub-Saharan Africa. The group includes social enterprise subsidiaries Partner Africa, TruTrade, and Cumo Microfinance. In 2026, UP/SHA will reach over six million people and invest €45m in over 100 development projects to alleviate hunger, poverty, social inequality and the impact of climate change through community-led, market-based and enterprise-focused approaches, so that people have access to nutritious food, clean water, decent employment and incomes, while sustaining natural resources.

United Purpose has been working in Bangladesh since 1993 and is registered as an International Non-Governmental Organisation (INGO) with the NGO Affairs Bureau of the Government of Bangladesh, in accordance with the Foreign Donation Regulation Ordinance 1978 and the Foreign Donation Regulation Act 2016.

United Purpose Bangladesh leads “Reading Glass for Improved Livelihood project” in partnership with local implementing partner “Green Hill” in Chattogram Hill Tracts. The aim of the project is to provide affordable eye care to correct presbyopia (near vision loss) for low-income groups of people, boosting productivity and income in Khagrachari, Rangamati and Bandarban districts. The expected result is use of prescribed reading glass by 45,000 low-income groups of people to improve their livelihoods in the selected locations. The project will be implemented in 15 unions in three upazilas (Mahalchari, Dighinala, and Khagrachari Sadar) under Khagrachari district, 5 unions of Rangamati Sadar upazila and 3 unions of Bandarban Sadar upazila. Eye campaign, eye screening and distribution of eye glass at the union level will be accomplished by union volunteer and Upazila Field Officers. Nari Jhuri Social enterprise, Women Business Center (WBC), local partner’s hospitals also will be engaged in this process. The Reading Glasses for Improved Livelihoods (RGIL) program is designed as a sustainable & market-based project. It has been creating affordable access to reading glasses for low-income communities. 

Job Purpose:

The Project Manager for the RGIL project will oversee all aspects of project management, implementation, and stakeholder engagement to ensure affordable eye care to correct presbyopia. Core responsibilities include developing and managing project plans, strategies and budgets, coordinating with implementing partner, partners’ hospitals, WBC, community leaders, and key stakeholders in Chattogram Hill Tracts and leading community outreach efforts. The Project Manager will also oversee capacity-building initiatives & implement robust monitoring and evaluation systems for accurate reporting. In addition, the role involves fostering collaboration with local stakeholders, ensuring compliance with safeguarding policies, documenting outcomes, and promoting sustainability. The ideal candidate will have expertise in project management, community engagement & mobilization, and team leadership to drive the success of this impactful initiative.

Key Responsibilities

Key responsibilities include (not limited to):

  1. Project Management and Implementation
    • Overall responsibility for planning, strategy development, implementation, and monitoring of the RGIL project activities including managing field operation, campaign, eye screening and presbyopia correction.  
    • Oversee the expansion, establishment and operational support of eye care services for presbyopia (near vision issue).
    • Organize and facilitate trainings for project staffs, union volunteer & women entrepreneurs from WBC on importance of eye care service (correction of presbyopia) and referral for other eye care related issues to relevant hospitals/clinics.
  2. Community Engagement, Campaign & Networking
    • Develop and execute strategies to increase community awareness of eye care services (eg, screening & correction of presbyopia), including organizing public events, community campaigns, and local market/home visits to educate families on correction of presbyopia (near vision problem).
    • Lead community engagement initiatives by organizing community campaigns, coordinating outreach through health workers/local hospitals/WBC/Nari Jhuri Social Enterprise, and facilitating personalized home visits to educate families on presbyopia correction.
    • Collaborate with local authorities, stakeholders, and community leaders to advocate for eye care services, and organize regular meetings with local health department to strengthen networks and coordination.
  3. Monitoring, Evaluation, Documentation and Reporting
    • Develop and implement monitoring and evaluation (M&E) frameworks to track project progress, assess outcomes, and identify areas for improvement.
    • Oversee data collection, reporting, and evaluation processes, leveraging mobile technology for streamlined communication and real-time updates.
    • Conduct regular M&E support trips and data reviews to guide decision-making and make necessary project adjustments.
    • Ensure accurate and timely reporting to stakeholders and donors through effective use of mobile data and communication tools.
    • Prepare detailed progress reports, case studies, and impact assessments to highlight project achievements and share best practices.
  4. Partnerships and Networking
    • Coordinate with local government authorities, relevant government line departments, local communities, and other stakeholders to ensure effective cooperation and participation in the project.
    • Manage implementing partner, fostering a culture of collaboration and continuous improvement.
    • Ensure smooth coordination and teamwork between UPB and local implementing partner, ensuring capacity-building of team members.
    • Oversee administrative and financial management tasks to ensure compliance with organizational policies and donor requirements.
    • Represent the project in several forums, contributing to knowledge exchange, and networking and collaboration with other stakeholders.
  5. Programme-Funding Alignment and Cross-Departmental Collaboration:
    • Collaborate with other program and project teams to align program needs with funding opportunities by fostering relationships across key departments (Program, Finance, Communications, ICT, and Admin). Support data-driven decision-making through research, site visits, electronic communication, and database management.
  6. Other Responsibilities:
    • Consistently monitor the safety and security of field teams, report concerns to UP management, liaise with relevant parties to maintain security, and undertake any additional duties assigned by the line manager to support UPB program.

Key Relationships:

Internal: Head of Programme Development Programs, M & E Specialist, local implementing partner and the project’s relevant staff of the Country Office.

External: Green Hill, Donor, District levels local government authorities, relevant GOB line departments, media, local communities and other stakeholders.

Knowledge, Experience and Other Requirements

Educational Requirements
MBBS, B.Sc. in Public Health, BBA (sales/marketing) or master’s degree in relevant subject from any recognised University. Working experiences on the eye care service-related programme is desired. 

Experience Requirements

  • Solid experience in sales/marketing in private sector is highly desirable.
  • Minimum 5 years’ experience in project lead or project manager role.
  • The applicants should have experience on health project (eg; provision of market-based eye care services and eye care related interventions), project management & implementation, and stakeholders & community mobilisation.
  • Strong understanding of the context & project operational issues in Chattogram Hill Tracts.

Language Requirements:

  • Proficiency in written and spoken English and Bangla. Knowledge of language of Chattogram Hill Tract (CHT) will be an added value.
