We are currently looking for a dynamic, passionate and self-driven individual to fill in the position of Monitoring, Evaluation, Accountability and Learning (MEAL) Officer in our country office in Bangladesh. 

Interested? The successful candidate will need:

  • Master degree in statistics, demographics, public policy, anthropology, international development, economics, or related field. Advanced certificate in MEAL, statistics or economics preferred.
  • Minimum of five (5) years of professional experience in an MEAL position responsible for implementing MEAL activities of development projects.
  • Experience in designing, implementing, and operating project MEAL systems from project initiation to closeout stages.
  • Experience in designing and managing beneficiary monitoring and database systems.
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing MEAL and performance monitoring plans.
  • Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
  • Experience in planning and managing surveys.
  • Experience in developing and refining data collection tools.
  • Experience with data quality assessments and oversight.
  • Experience in managing and providing training to partners and develop partners’ MEAL manual/guideline.
  • Ability to facilitate and serve as project liaison for externally-managed evaluations.
  • Excellent interpersonal and communication (verbal & written) skills in both English and Bangla.
  • A willingness to travel inside Bangladesh.

JOB DESCRIPTION

Role overview:

The MEAL Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the Penny Appeal’s projects in Bangladesh. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Projects. He/she will also provide technical assistance to the implementing agencies/partners, particularly in relation to monitoring, reporting and project issues. The MEAL Officer reports directly to the Country Director Bangladesh and collaborates closely with the Penny Appeal’s regional and global team in the UK.

Key responsibilities and accountabilities:

  • Assist in the revision of the projects’ log frame matrix, particularly in the areas of performance indicators and their measurement;
  • Assist in the development and/or finalization of the projects’ Work Plan and keep it updated in accordance with projects’ activities and timeframes as relevant.
  • Develop the overall MEAL framework, for projects’, for example mid-term project review, impact assessment, final evaluation, develop project Performance Monitoring Plan with relevant data collection systems.
  • Review the quality of existing data in the projects’ subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluations.
  • Develop baseline data for each project components and for all project indicators.
  • With partners, review their existing approaches and management information systems and agree on any required changes, support and resources.
  • Develop a plan for projects-related capacity-building on MEAL and for any computer-based support that may be required.
  • Organize and undertake training with partners on MEAL as required.
  • Collect data on a regular basis to measure achievement against the performance indicators.
  • Check data quality with partners.
  • Maintain and administer the MEAL database; analyze and aggregate findings.
  • Support project progress reporting, project mid-term review and final evaluation.
  • Identify areas where technical support to projects’ partners is required. Organize refresher trainings on MEAL for partners as required.
  • Identify lessons learned and develop case studies to capture qualitative outputs of the projects. Provide advice to the partners on improving project performance using MEAL findings.
  • Produce reports on MEAL findings and prepare presentations based on MEAL data as required.
  • Provide the Country Director Bangladesh and UK team with management information they may require.
  • Check that monitoring data are discussed in appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.
  • Perform other duties as may be assigned by the Country Director- Bangladesh

General:

  • Prepare reports for UK headquarters within appropriate timeframe.
  • Attend internal and external meetings as and when required.
  • This position requires regular attendance at least 5 days per week.
  • Must be available to work outside normal office hours or on the weekends as required.
  • The role is mainly office-based in Dhaka, however the candidate must be able to travel as required (minimum 20% to 30%).
  • Whilst performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well is to infectious diseases.

  • Excellent English writing skills.

  • Experience and trained on safeguarding.
  • Experience in organising workshops and training sessions.
