We are currently looking for a dynamic, passionate and self-driven individual to fill in the position of Manager-WASH Projects for our country office in Bangladesh. 

Interested? The successful candidate will need:

  • Relevant advanced academic qualification in WASH or related field; engineering (civil, environmental, sanitary or water resources engineering) background is preferred.
  • 7+ years of relevant experience in WASH service delivery in national and international organizations.
  • Experience in rural and urban WASH services delivery and application of different WASH technologies in different geographic settings of Bangladesh.
  • Proven experience in independently designing water and sanitation projects and ability to provide technical guidance to partners to implement WASH projects.
  • Proven track record in project management, specifically in project planning, monitoring, evaluation, reporting and financial management for comprehensive WASH projects.
  • Outward looking and interested in collaboration with others in order to achieve results and impact.
  • Experience in forming and functioning WASH networks and strong relationship management skills.
  • Commitment to personal learning, development and improvement in pursuit of own objectives and those of the team and organization.
  • Excellent interpersonal and communication (verbal & written) skills in both English and Bangla.
  • A willingness to travel inside Bangladesh.

Manager – WASH Projects

JOB DESCRIPTION

Role overview:

Penny Appeal seeks a talented, entrepreneurial, result-oriented and proven professional who will work with the team in Bangladesh & UK to further build on Penny Appeal’s high quality WASH projects.

Manager WASH Projects is responsible for the overall quality of WASH projects content, business development, resource mobilisation, steering the quality of technical advisory services, and overall management of the Penny Appeal’s WASH projects in Bangladesh. He is also responsible to enhance the quality and visibility of Penny Appeal’s WASH projects and position Penny Appeal within the national WASH sectors.

The Manager - WASH projects reports directly to the Country Director and collaborates closely with the Penny Appeal’s regional and global team at UK.

Key responsibilities and accountabilities:

  • Develop country level WASH strategy aligned to Bangladesh’s WASH framework and its related policies.
  • Develop proposals and work with the UK team to secure funding for innovative WASH projects.
  • Ensure quality of Penny Appeal’s current WASH projects as per Bangladesh’s different national and international WASH frameworks/standards and analyse WASH projects to figure out how projects are currently addressing those frameworks and suggest ways of improvement.
  • Introduce innovative technologies or new technologies for the country WASH projects for addressing the need of the SDG 6, i.e. improved and safely managed water options and safely managed sanitation.
  • Assess performance of partners’ WASH interventions and support partners for necessary improvements.
  • Provide technical support to the projects in arsenic and iron affected areas to identify arsenic & iron removal technologies combating adaptation and mitigation of such critical issue.
  • Provide technical support to the projects in coastal belt and saline prone areas to ensure safe water availability round the year.
  • Advise WASH partners on WASH related issues as relevant and support training and development of partners.
  • Assess performance of different water and sanitation technologies implemented under all projects (like Rainwater Harvesting, Community managed toilets etc) and suggest for necessary contextual solution.
  • Document learnings and best practices from various interventions/ initiatives and disseminate the same jointly with the UK team.
  • Establish a WASH network through participation of Penny Appeal’s existing partners and design joint WASH projects.
  • Ensure cordial relationships/networking with relevant government bodies and other stakeholders including academics and technical/specialised institutions to facilitate dialogues on strategic WASH issues or building their WASH capacities and identify strategic WASH alliances, partners and networks to invest in.
  • Visit project areas when necessary for rolling out the standards (water quality, technical design etc) in different interventions, performance assessment of technologies for sustainability, observing roll out status of different policies and suggest onward actions.
  • Represent Penny Appeal in different networks, alliances, workshops and meetings as assigned.
  • Manage routine activities, such as documentation, communications, progress reporting, work planning, ToR preparation, outreach activities, event organisation etc.
  • Perform other duties as may be assigned by the Country Director-Bangladesh.

General:

  • Prepare feedback reports for UK headquarters within appropriate timeframe.
  • Attend internal and external meetings as and when required.
  • This position requires regular attendance at least 5 days per week.
  • Must be available to work outside normal office hours or at the weekends as required.
  • The role is mainly office-based in Dhaka, however the candidate must be able to travel as required (minimum 20% to 30%).
  • Whilst performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well is to infectious diseases.

PERSON SPECIFICATION

Essential Criteria

Education: Relevant advanced academic qualification in WASH or related field; engineering (civil, environmental, sanitary or water resources engineering) background is preferred.

Experience: 7+ years of relevant experience in WASH service delivery in national and international organizations.

Personal Competencies:

  • Requires good leadership, team building spirit and problem solving skills; should be able to draw confidence and support from others.
  • Must be a person who is self-motivated with good interpersonal skills.
  • Possess personal integrity, flexible attitude, sense of transparency, proactive stance and respect for gender diversity.

  • Able to plan, prioritise and organise him/herself and others.
  • Ability to work under pressure and meet deadlines.

Professional and Technical Skills:

  • Skills to use different technological resources (computer, multimedia projector, internet, email, computer aided systems, widely used software etc).
  • Excellent presentation and oral communication skills both in Bangla and English.
  • Excellent writing skills in English.

Desirable Criteria

  • Experience in and trained in safeguarding.
  • Experience in organising workshops and training sessions.
