UCEP Bangladesh, a leading non-governmental organization, founded by New Zealand philanthropist Mr. Lindsey Allan Cheyne in 1972 has been playing significant role in shaping the lives of thousands of underprivileged children and youth across the country since 1972. With the motto “Help to learn, Skills to Earn”, UCEP Bangladesh provides Life Skills Technical Education, Technical and Vocational Education & Training (TVET), Skills Development and Decent Employment opportunities to underprivileged, women, youth, PWDs and indigenous people. Annually, around 35,000 students are educated by vocational training and technical education through our 36 Technical schools, 12 TVET Institutes, 08 technical outreach centers, and 02 polytechnics.

UCEP Bangladesh has been working in all 08 divisions in Bangladesh through its 08 regions including Dhaka (North & South), Gazipur, Chattogram, Sylhet, Rajshahi, Rangpur, Khulna, Barishal, Patuakhali, Cox’s Bazar.

Job Purpose: The Monitoring, Evaluation, Research & Learning (MERL) Manager will develop and implement an overall project M&E plan including design logical framework for projects/programs, S/he will provide leadership and support to conceptualization, design and execution of comprehensive M&E systems, tools and methods that monitor and assess program progress towards achievement of project goals. The MERL Manager will also oversee the implementation of performance measurement and evaluation techniques to document and measure UCEP's contributions to the Sustainable Development Goals (SDGs) and the 2041 perspective plan. This includes evaluating the project's administrative, fiscal, governance, and strategic communications management to support overall project performance.

The MERL Manager will provide technical assistance on all project activities of the UCEP Bangladesh including its other entities (UTI, UIST, USC etc. to ensure sound design and implementation. He/she will ensure that M&E measurement mechanisms are in place to gather evidence of the project's impact on UCEP Bangladesh's goals. He/she will conduct program analytics helping improvements and prepare reports. The MERL Manager will possess a strong understanding of key reporting tools like the UPMIS system, enabling them to conduct project performance analysis and facilitate site improvements through the Monitoring System.

Job Responsibilities:

  • Ensure appropriate monitoring and evaluation of UCEP Bangladesh’s programs aligned with the vision, mission, values and goals of UCEP Bangladesh.
  • To develop and ensure implementation of Result Based Monitoring and Evaluation Framework, UPMIS and other necessary tools aligned with “Theory of Change” of UCEP Bangladesh.
  • To ensure necessary alignment of UCEP Bangladesh’s organizational and programmatic documents (e.g. UCEP
  • Strategies, Project Documents including Logical Framework, Project Proposals etc.) with UCEP Bangladesh’s
  • Theory of Change and support management in this regard.
  • Support the implementation of UCEP Bangladesh Strategy Plan 2024-2028; particularly develop, implement, monitor, and facilitate the robust M&E integrated system where includes development of data collection tools, data analysis, and data visualization (UPMIS dashboard).
  • Ensure the capacity development of relevant staff at HQ and regional levels on Theory of Change and Result based
  • M&E Framework aligned with the organizational strategy.
  • Supervise, coach and monitor Landscape M&E team to ensure M&E framework and global standards are ensured across the different projects.
  • Coordinate the development, implementation and monitoring of UCEP Bangladesh Strategy Risk Assessment and Management with programme and other operation teams, and produce a monitoring result to Program
  • Management Team inclusive of the Risk Heat Map.
  • Contribute to project or programme proposal development with regards to identification of impact indicators and monitoring and evaluation plan development.
  • Supervised the UPMIS Data Management, data analysis, data quality assessments and reporting for the development of key organizational and programmatic documents (e.g. Annual Reports, Monthly Monitoring
  • Reports, Budgets, Project Documents, Donor Reports, Case Studies etc.).
  • Ensure the continuously update and development of M&E system on Tech-based solutions and make functional
  • Trainee Tracking System (TTS) for UCEP Bangladesh.
  • To ensure different surveys including baseline, midline and end-line surveys, process monitoring, impact evaluations (internal and external), longitudinal studies etc. in collaboration with the Programmes and Innovations Department.
  • To ensure regular monitoring of organizational development and program results and share feedback with relevant staff at the central and regional levels for continuous improvement.
  • To identify strategic and critical areas for research and development; ensure the conduct of research and timely dissemination; and develop the necessary capacity of staff at central and regional levels.
  • Support operation functions for data quality assurance to ensure that data provide for office performance and office target indicators is reliable and accurate.
  • To maintain the necessary network at national and international levels for Tech-based solutions for M&E,
  • Research and knowledge management and represent UCEP Bangladesh in different national and international forums.
  • To regularly visit and monitor the different projects and its activities of UCEP Bangladesh and its other entities.
  • To ensure coordination with other departments and the Regional Management Team for timely development of M&E reports and share feedback.
  • To ensure effective coordination with the Program & Innovation Resource Mobilization & Communications department.
  • Promote and contribute to ongoing efforts towards gender equity, child protection, inclusiveness, accessibility and discrimination-free environment in the workplace and operations/activities/plans.
  • Ensure that all MERL activities consider a gender and youth-sensitive dimension.
  • To maintain confidentiality of information, documents and other internal and external communications.
  • To carry out any other relevant tasks assigned by the supervisor as and when necessary.

Essential Requirements:

  • Masters in Statistics/ Economics/ Development Economics/ Development Studies/Business Administration/ Population Science.
  • Minimum 10 years of relevant professional experience including at least 03 years in a managerial role in M&E and Knowledge Management in a large organization.
  • Age limit for the applicant would be 45 years. However, management has the right to make exceptions based on qualifications.
  • Excellent command of communication skills both in Bangla and English.
  • Excellent command in writing reports and reviews, delivering presentation and defending recommendations.
  • Demonstrated experience of statistical packages and/ or data analysis software (e.g. SPSS, Excel, SMART, STATA) and advanced computer skills (word-processing, spread sheets, and databases) and other M&E-related latest software and tools etc;
  • Experience and knowledge in Kobo toolbox development, and training.
  • Experience and knowledge in data dashboard development, and presentation.
  • Demonstrated experience in setting up and managing effective M&E and Knowledge Management systems for a large organization.
  • Strong analytical skills, Self-motivated, adaptable and team player.
  • Ability and willingness to travel frequently.
  • Experience in designing tools for data collection, data processing, and analysis for project, as well as preparation of strategic information for decision makers.
  • Technical knowledge and experience in implementation of gender and disability sensitive approaches is a plus.
