Job Context: WaterCredit Adoption (WCAD) is an innovative model developed by Water.org to expand access to affordable financing for safe water and sanitation for people at the bottom of the pyramid (BoP). The program's core objective is to implement and scale a dedicated water and sanitation financing portfolio.

Under the WCAD project implemented with TMSS, the organization serves as the lead partner responsible for identifying, onboarding, and managing a network of partner Microfinance Institutions (MFIs). The WCAD program focuses on building the capacity of these partner MFIs to launch and expand their own sustainable "WaterCredit" loan portfolios, ultimately empowering thousands of bottom of the pyramid (BoP) and low-income families to meet their water and sanitation needs.

Job Responsibilities:

1. Strategic Program Management & Oversight

  • Lead Project Strategy & Implementation: Oversee the end-to-end planning, execution, and monitoring of all WCAD project activities to ensure strategic goals are met.
  • Financial & Budget Management: Take full responsibility for the project budget, including forecasting, expenditure tracking, financial reporting, and ensuring all spending complies with donor and organizational guidelines.
  • Risk Management & Mitigation: Proactively identify, assess, and manage project risks (financial, operational, and reputational), developing and implementing mitigation strategies to ensure project continuity.
  • Monitoring, Evaluation & Learning (MEL): Establish and lead a robust MEL framework to track progress, measure impact, and foster a culture of adaptive management where learning’s are used within all WCAD partners to improve project delivery.
  • Donor Relations & Reporting: Serve as the primary liaison for donors, ensuring timely and high-quality communication, reporting, and presentations.
  • Team Leadership & Supervision: Supervise all project staff, manage workflows, and ensure the team meets deadlines and targets.
  • Stakeholder Management & Branding: Direct the organization of major events and strengthen the project's brand and engagement with all key stakeholders.

2. Partner MFI Management & Capacity Building

  • Partner Lifecycle Management: Lead the process of identifying, onboarding, and providing ongoing support to partner MFIs in the WCAD network.
  • Performance Monitoring & Quality Assurance: Continuously monitor the performance of partner MFIs, conduct field visits, and hold performance reviews to ensure the quality and integrity of program implementation.
  • Technical Guidance: Provide strategic guidance to partners on refining their WaterCredit loan products and adopting new technologies to improve efficiency.
  • Portfolio Growth & Scaling: Actively guide and support partner MFIs in scaling their WaterCredit loan portfolios to sustainably reach more bottom of pyramid (BoP) and low-income households.

Job Location: TMSS Head Office, Dhaka.

Employment Status: Project-based (Contractual)

Educational Requirements: Master’s degree in Development Studies, Economics, Business Administration, Finance, or a related field.

Experience:

  • Minimum 10 years of relevant experience, including at least 5 years in   microfinance program at management level.
  • Proven track record of managing donor-funded projects, preferably in WASH or financial inclusion.
  • Demonstrated experience in project budget management, financial reporting and expenditure tracking.
  • Strong leadership skills with the ability to manage teams and meet deadlines.
  • Excellent English communication skills (Writing, Speaking and Presentations).
  • Experience in program branding, event management and working with donors.
  • Proficiency in different online platforms, software and PowerPoint presentations.
  • Prior experience in managing partner organizations will be considered a strong advantage.
  • Willingness and ability to travel frequently to project field sites across the country for program monitoring, partner support and quality assurance.

Age: Maximum 50 Years.

Salary: Monthly BDT 1,00,000 plus festival bonus, travel allowance, mobile bill, internet allowance and other benefits as per TMSS Policy
