TENDER FOR THE PROPOSED: TERMS OF REFERENCE for an external medical services assessment of two Primary Healthcare Centers operated by Terre des hommes in Teknaf, Cox’s Bazar, Bangladesh - 2024
Presentation of the project/mission and the organization:
Terre des hommes has been working in Bangladesh since 1974 and is registered with the Non-Governmental Organization Affairs Bureau. Tdh is currently implementing the following projects in Bangladesh: Child Protection program; Health care and nutrition project; WASH project; Drain construction work initiative supported by PRM. Terre des hommes has a long experience of integrated WASH, health care and nutritional programs and can bring its expertise to the context of the Rohingya crisis.
Explain which are the targets of this tender:
Terre des hommes (Tdh) is seeking the services of a consulting agency to conduct a broad assessment of its operations across two Primary Health Centers – As per the ToR in Teknaf, Cox’s Bazar, Bangladesh.

what is the standard for admission?
Interested bidders should note that only those who meet the criteria indicated below as a minimum, supported by relevant documents at submission, will be given tender documents.
(a) Lead Consultant
Mandatory:
- Master’s degree in public health.
- At least 10 years’ work experience in the field of maternal child health and/or clinical service in Bangladesh.
- Experience in designing and conducting participatory quantitative and qualitative assessments, and review of literature supported by at least 3 previous consultancy references.
- Experience conducting primary health care facility assessments, supported by at least 2 references within Bangladesh or the Asia region.
- Available in the contract period, and flexible to adjust with the situation and feedback of Tdh.
Desirable:
- A medical degree with practicing experience.
- Previous consultancy experience with UN agencies and/or international NGOs.
- Previous work experience within the refugee and host communities in Cox’s Bazar.
(b) Co-Consultant
Mandatory:
- Bachelor’s Degree in Medicine or Public Health or a Social Scientist/ Health Economist.
- At least 5 years’ work experience in the field of primary health.
- Experience conducting participatory quantitative and qualitative assessments, and review of literature supported by at least 2 previous consultancy references.
- Available in the contract period, and flexible to adjust with the situation and feedback of Tdh.
Desirable:
- Master’s Degree
- Previous consultancy experience with UN agencies and/or international NGOs.
- Previous work experience within the refugee and host communities in Cox’s Bazar.
- Experience in designing and conducting qualitative assessments of rural primary healthcare facilities in remote and low resource settings.
