1. Background:

Terre des Hommes (TDH) Italia is an international NGO working in Bangladesh with local partners since 1996 and registered with the NGO Affairs Bureau (NGOAB) since 2000. TDH Italia projects are mainly focused on adolescents’ empowerment and protection, safe migration, workers’ rights and educational support for disadvantaged children and adolescents. Its projects are both financed by institutional donors and self-financed through private sponsorship.

2. Project background:

In January 2020, TDH Italia, along with its partners Shobujer Ovijan Foundation (SOF) and Kormojibi Nari (KN), started the implementation of a 3 years project, titled Ekotay Morjada – Unity for Dignity | EIDHR/2019/412-276, co-funded by the European Union, with the overall objective to contribute to the social and economic rights of Ready-Made Garments (RMG) and domestic workers in Dhaka Metropolitan Area.

Using previously tested solutions, the interventions aims at increasing employers’ understanding of workers’ needs and constraints as well as their own capacity to enforce GoB legal requirements. Enhanced understanding and skills will contribute to the creation of a protective environment where workers are motivated to work more and better, and the foundations are laid to initiate dialogue on more ‘controversial’ topics, like freedom of association and collective bargaining. The intervention will aim to create an enabling environment whereby employers are open to dialogue with workers and workers are aware of their socio-economic rights, they are able to collectively articulate their demands and have access to supportive services. Under the above circumstances, workers will be able to make informed choices and advocate for their rights.

Under the framework of this project, TDH Italia is accepting application to select a consultant/consultancy firm with theoretical and hands-on experience of developing curriculum/materials, and facilitating a ToT and a refresher training on career counseling for TDH Italia and the partners organizations. The project staff, after being trained, will be tasked with the responsibility to provide regular career counseling sessions for the Ready-Made Garments (RMG) workers and domestic workers, the target beneficiaries of the above-mentioned project, who are willing to transition into other careers, in the Women Cafes located in the intervention areas.

 

3. Purpose of the consultancy:

Equip the project staff with competences and skills on career counseling and empower them to provide such services to the target beneficiaries – RMG and domestic workers who intend to transition into new jobs.

4. Scope of work and specific tasks to be undertaken by the Consultant/Consultancy firm:

TDH Italia will hire an external consultant/consultancy firm to develop a curriculum, related materials (if any) and facilitate a ToT and a refresher training to 10-15 project staff from TDH Italia and the partners’ organization, in order to equip them with the skills and competences to facilitate regular sessions of career counseling to RMG and domestic workers, willing to change their careers. Specifically, it is expected that the curriculum will cover at least the following areas: use of aptitude and achievement assessments to help the workers evaluate their interests, skills, and abilities; evaluation of workers’ background, education, and training, to help them develop realistic goals; support the workers in making decisions about their careers and help them to learn job search skills, such as interviewing and writing a résumé; advise workers on selection and application for training programs to obtain the necessary credentials, and skills; linkages to training institutions and employment opportunities; how to draft and evaluate simple business plan.

The consultant/consultancy firm will be responsible for conducting, but not limited to, the following tasks and activities:

  • Project documents’ review in order to have a clear understanding of the intervention;
  • Submit and present to TDH Italia an index of the curriculum with a short description of the content under each heading and a preliminary idea of the materials (if any) which will be used to illustrate the content in English;
  • Receive TDH Italia feedback and incorporate it;
  • Submit a feasible action plan with clear milestones and stick with it;
  • Submit chapter-wise content of the curriculum (in Bangla) and materials, get TDH Italia feedback and incorporate the feedback, as per agreed timeline;
  • Submit 1 soft copy and 1 hard copy of the final reviewed curriculum and materials (if any), in Bangla;
  • Define duration of the ToT and the refresher training;
  • Deliver a ToT and a refresher training to an audience of 10-15 project staff of TDH Italia and local partners within Dhaka Metropolitan Area;
  • Submit a report for each of the training, specifying its outcome, main challenges and future recommendations
  • Devote 7 days for providing supervision to the project staff between one ToT and the refresher training;
  • Submit 7 supervision reports with findings and recommendations;
  • Arrange a briefing session with the project staff to share the findings of the supervision and future recommendations.

Please note that the logistic costs for the trainings’ organization will be borne by TDH Italia. Across the tasks implementation, the consultant/consultancy firm will closely communicate and coordinate with TDH Italia Project Manager (PM) and Monitoring Coordinator.

5. Expected deliverables:

  • Curriculum index in English and list of the materials (if any) to be developed;
  • Action plan with milestones;
  • One curriculum on career counseling and materials (if any) in Bangla – both soft copy and hard copy;
  • 2 training reports – maximum 10 pages each
  • 7 supervision reports – max 3 pages each

7. Timeframe:

The consultancy timeframe will start from 15 November 2020 until 01 July 2022. The first ToT is expected to be delivered in February/March 2021 and the refresher training after 10 months from the ToT.

 

8. Skills, competence & experience:
The consultancy is open to national consultants/consultancy firms. The consultant/consultancy firm team leader (TL) shall possess the following skills and experience:

  • Graduate with honors (4 years) in Psychology or another relevant field;
  • Graduate (3 years) and Master’s in Psychology or another relevant field;
  • Professional courses in Educational and Counselling Psychology will be an asset;
  • At least 7 years of previous counseling experience;
  • Proved track-record in facilitating trainings on her/his own field of expertise;
  • Interpersonal skills - being able to work with different types of people;
  • Listening skills;
  • Bangla speaking skills - being able to express ideas and information in a way that others understand easily;
  • Good command of English language will be considered an asset

The consultant/consultancy firm will be selected based on the following technical criteria (50 marks).

  • Relevance of the consultant/TL experience (15);
  • Communication skills (15);
  • Quality of the career counseling index (10)
  • Value for money (15)

  • A video of 3 minutes in English (max size 1 GB) where the applicant introduce herself/himself and explain to the selection panel why s/he is the best candidate for this assignment (the video will serve the purpose to assess the communication skills);
  • One-page index with the proposed chapters (with a short description of the content for each chapter) for the career counselling curriculum (max 3 pages);
