Tdh has been working in Bangladesh since 1974, with operations in the north of the country (Kurigram District), in Dhaka and in Cox’s Bazar District. Tdh is implementing programs on Health, WASH, Access to Justice (social cohesion and conflict resolution), Migration and Child protection, both in development and emergency contexts.

The Senior External Relations Officer is responsible for liaison and networking with local government, donors, partner NGO/INGOs and international agencies and ensuring Terre des hommes ’s work is following the regulations of the Government of Bangladesh, related to different GoB Authorities, the RRRC, CiC’s, DC, UNO’s etc. at Cox’s Bazar. These includes but is not limited to regular communications with relevant departments related to Terre des hommes’s work compiling information for project applications for approval from the NGO Affairs Bureau, Ensuring comprehensive support for International Staff and visitors, local safety & security, and other legal issues. In addition to ensure administrative support to the Snr. External Relations Manager and Field Coordinator to keep liaison with Ministries and other Government Authorities.


General responsibilities: 

  • Support Snr. ERM & Field Coordinator for coordination with local authorities, Camp-in-Charge (CiC), implementing agency, local communities etc. to ensure that field teams have the necessary permissions and support to work effectively of the foreign funded projects being supported and/or implemented by Terre des hommes (Tdh) at Cox’s Bazar.
  • To ensures constant communication and efficient relationships with the Governmental Authorities in Cox’s Bazar (RRRC, CiC, DC, UNO, UHFPO, Upazilla Chairman, Law enforcement agencies etc.).
  • Ensure the compliance and requirement of NGO A/B in line with financial management, financial reporting and program reporting of the project and organization at Cox’s Bazar level.
  • To ensure the Support to Snr. External Relations Manager & Field Coordinator in the quality management of official procedures, this is including, but not limited to:  

Main duties & responsibilities:

Support Snr. ERM & Field Coordinator for coordination with local authorities, Camp-in-Charge (CiC), implementing agency and local communities, to ensure that field teams have the necessary permissions and support to work effectively of the foreign funded projects being supported and/or implemented by Terre des hommes (Tdh) at Cox’s Bazar including, but not limited to:

  • Support the Snr. ERM in Preparation of FD-6, FD-7, FC-1, FD-4, FD-9 and other project formalities required for the NGO Affairs Bureau in Bangla/English as when required.
  • Ensure compliance with local government requirements, such as sharing information at District/Upazilla/Union level, RRRC Office, CiC Office, yearly fund release and reporting requirements of Tdh’s protects, for a smooth and continuous operation.
  • Ensure all of the approved project reports are also submitted to the relevant government departments as part of the FD-6, FD7 or FC-1 for all new and extension projects.
  • Establish relationship and ensure strong linkages with the local level administration, i.e. DC, UNO, RRRC office, CiC to support project teams for Need Assessment, Completion certificate for project implementation and maintain strong relationship which may benefit the project delivery.
  • Proactively identify the tools and techniques to resolve unsolicited issues raised by the govt. from day-to-day dealings. 

To ensures constant communication and efficient relationships with the Governmental Authorities & Stakeholders in Cox’s Bazar (RRRC, CiC, DC, UNO, UHFPO, Upazilla Chairman, Law enforcement agencies etc.)

  • Attend and represent Tdh on different governmental ' meetings, takes minutes and disseminates it to Line Management and concerned colleagues.
  • Ensures Tdh representation to any external stakeholders as when requested and reports to the Line Management accordingly.
  • Pro-actively contacts and follows up the different governmental authorities at field level to provide updates, receive approvals, ensure professional relationships and a smooth coordination with them, explaining Tdh activities, policies, and procedures.
  • Supports the Program team with the communication to the local authorities and acts as the main focal point for all kind of local authorities at Cox’s Bazar Level.
  • Ensure submission of the information for development and emergency projects and other expatriate staffs for DSB, District NSI office and coordinate with local law-enforcement agencies as well as update the management on safety & security issues at Cox’s Bazar level.
  • Ensuring comprehensive support for International Staff and visitors, including maintaining valid RRRC Pass as well as providing a proactive enabling service to ensure their safety and wellbeing at Cox’s Bazar level.  
  • Respond to and process all questions/queries raised by the local GoB authorities or relevant Departments in relation to project implementation.

Ensure the compliance and requirement of NGO A/B in line with financial management, financial reporting and program reporting of the project and organization at Cox’s Bazar level.

  • Ensure the compliance and requirement of NGOAB in line with financial management, financial reporting and program reporting, auditing and risk management of the project and organization.
  • Ensure the prior submission of FD6 or FD7 DC, UNO, RRRC, acknowledgement to NGO Affairs Bureau for the Cox’s Bazar level of the organization on time.
  • Ensure the project completion certificate of all the FD6 or FD7 projects are submitted to NGO Affairs Bureau as per the guideline.
  • Ensure and Orient partner NGOs and other stakeholders on the NGOAB Compliances.
  • Anticipate potential risks concerning Tdh complying with GoB rules and regulations for INGOs, immediately inform senior management, and support to manage those risks.

To ensure the Support to Snr. External Relations Manager & Field Coordinator in the quality management of official procedures, this is including, but not limited to:   

  • Ensuring comprehensive support and accountability to the Snr. External Relations Manager and Field Coordinator as when required in all official purpose.  
  • Support in Translation and documentation process.
  • Support in dissemination and delivering documents to relevant local authorities as well as managing official documents.

Other:

Accept new responsibilities as and when those are assigned by the line manager.

Profile and Competencies:

  • Bachelor's degree in relevant field (any field of social sciences, development studies, Public Administration etc.)
  • 2-3 years of working experience in NGO/INGO or UN agencies especially in government liaison/communication.
  • Strong interpersonal skills and ability to effectively communicate with field teams, local authorities as well as comfortable at working in refugee camp settings and spending majority of time in the field.
  • Skilled in MS Office Applications, able to write both Bangla and English font.  
  • Flexibility and adaptability are essential, as well as the ability to plan, take initiative and organize work independently.
  • Able to function in high-pressure situations while maintaining emotional control.
  • Experience of working in Rohingya Response.

Languages:

  • Good written and verbal communication in English and Bangla.
