TENDER FOR THE PROPOSED: Desalination/RO Treatment Plant in Jadimura, Camp -27, Hinla,Teknaf.

Presentation of the project/mission and the organization:

Terre des hommes has been working in Bangladesh since 1974 and is registered with the Non-Governmental Organization Affairs Bureau. Tdh is currently implementing the following projects in Bangladesh: Child Protection program; Health care project; WASH project; Desalination/RO Treatment work initiative is being supported by PRM. Terre des hommes has a long experience of integrated WASH and health care programs and can bring its expertise to the context of the Rohingya crisis.

Explain which are the targets of this tender:

In order to install the Desalination/RO Treatment Plant, with all facilities in Camps 27, Jadimura, Teknaf, eligible bidders who must be currently registered with the Ministry of Local Government engineering department and who has experience in the following area are invited to apply for the documentation. Terre des hommes intends to award a Service Agreement for: Desalination/RO Treatment work.

What is the standard for admission?

Interested bidders should note that only those who meet the criteria indicated below as a minimum, supported by relevant documents at submission, will be given tender documents from Tdh office or can be downloaded from the online link.

  1. Proof of works of similar magnitude and complexity undertaken in the last three years. (References of INGO or UN is highly appreciated)
  2. Sound financial standing and adequate access to bank credit lines. Last 6 months bank statement in the name of the company.
  3. ID of the owner (NID).
  4. Valid trade and construction work licenses from the local department of Public Health Engineering (DPHE).
  5. TIN and VAT-compliant certificate.
  6. Company income tax return submission proof (2023-2024).

The causes of non-responsive offers:

Tenders from the following tenderers shall be treated as NON-RESPONSIVE and therefore subject to automatic disqualification:

a) A tender from a tenderer whose ongoing project(s) is/are behind schedule and without any approved extension of time.
b) A tender from a tenderer who has been served with a default notice on an ongoing project(s) or terminated in a Government contract/ NGO contract.

Specific clauses and response process:

Submitted tender documents shall be opened soon after the closing date in the Tdh’s Office. Late bids shall not be accepted or opened.

Prices quoted must remain valid for a period of one hundred and twenty (120) days from the opening date of tenders. Tdh will accept the offer that shows the best ratio price/ quality.

All bids must be submitted before or no later than the 18th of January 2024 before 4:00 pm local time in Tender box kept at the below address in a sealed and stamped envelope. Tenderer must mention the tender reference “BGD/23/TEK/280/WAS_ Desalination/RO Treatment Plant” on top of the envelope.
