Job Context

TCL Group, a group of companies based on constructions, Agro and ICT industry is looking for immediate recruitment for Commercial Manager who will be responsible to coordinate all national and international Commercial & Procurement related activities of TCL Construction Projects from Corporate Office at Dhaka.

Job Responsibilities

  • Strategic Planning & Compliance: Developing and implementing strategic plans to achieve commercial objectives and contribute to the overall growth and success of the company. Ensuring full compliance with applicable laws, industry regulations, and licensing requirements. This includes matters related to contracts, licensing, and industry-specific regulations.
  • Vendor Management with Contract & Procurement: Led sourcing and procurement of goods and services with a focus on cost-effectiveness, timeliness, and quality assurance. Evaluating, selecting, and negotiating with local and international suppliers on pricing, delivery schedules, and payment terms. Drafting, reviewing and managing procurement contracts, ensuring legal soundness and alignment with internal policies.
  • Risk Management & Quality Assurance: Identify and mitigate risks related to procurement, logistics, regulatory changes, geopolitical factors and supply chain disruptions. Maintain high standards of quality control, addressing supplier-related quality issues promptly and effectively. Manage insurance coverage including marine policies and cover notes for LC transactions.
  • Import-Export & Commercial Documentation: Oversee the preparation and management of import-export documentation including commercial invoices, packing lists and LC documentation. Handle communication with banks, customs, insurance companies and freight forwarders for seamless trade execution. Managed Letters of Credit (LC) and related transactions including LC opening, amendments, UPAS monitoring, and LCA processing. Negotiated C&F costs and liaised with shipping lines and banking institutions on import financing and rate structures.
  • Stakeholder Engagement & Regulatory Liaison: Maintained active liaison with Government and Non-Government agencies including BIDA, BERC, DOE, and FSC to facilitate regulatory approvals and ensure compliance with import policies.

Educational Requirements

  • Graduate from public or private university with experience of managing at least 2-3 large construction projects as similar positions and role in similar type organization.

Experience Requirements

  • At least 15 year(s)

  • Age at least 40 years

  • Preferred Professional Certification: Project procurement/commercial related certification is a plus.
  • Skills Required: Product Costing and budgeting, Procurement, L/C, international and local trade and transportation, MS Word/Excel, PowerPoint and advance level computer skills
  • The applicants should have experience in the following area(s): C&F, Budgeting, project procurement coordination, LC, Finance/Bank, International and local trade.
  • The applicants should have experience in the following business area(s):
  • Engineering Firms/Construction farm
  • Ability to lead project teams of various sizes and see them through to completion.
  • Strong understanding of formal project management methodologies.
  • Able to complete projects in a timely manner.
  • Understanding of ERP implementation.
  • Experience overseeing a construction project.
