Video Clips on the Educational Situation of the Children of Sex Workers

The Sex Worker’s Network (SWN) is an apex platform of brothel based, floating and transgender sex worker’s organizations from different parts of Bangladesh. The network was formed in 19th June 2002 through a national conference of sex workers. The SWN brings organizations of sex workers together under one broad national umbrella and enables them to connect with each other by networking between member organizations. The SWN also builds links with civil society organizations at community level and carries out advocacy work with policy makers based on the issues identified by sex workers.

The networking is working to develop members’ capacity, accelerate the movement of the sex works in promoting their rights, ensure access to institutional services and facilities, create an enabling environment for the children of sex workers, financial security for the aged sex workers, observing national and international Days. The human rights movement of SWN is driven by national and international documents on human rights, and women’s and children’s rights like CEDAW, CRC, etc.

About FAIR program

The goal of Facilitating Attainment Initiative of Rights and Empowerment (FAIR) of Sex Workers and their Children program is to develop an enabling environment where sex workers and their children will live with dignity with an objective to develop their capacity in raising voice and leadership skill to negotiate with duty bearers for their entitlement as well as addressing strategic gender interests. The program will benefit the sex workers and their children in the long run. The SWNB will do the advocacy activities at central level with a linkage with local level advocacy run by the member organizations. So, there is a synchronization of the program activities at national and local level. The program will focus on the bottleneck of the government system and address those to minimize through capacity development endeavors and advocacy.

Specific Objectives

  • To capture the present livelihood situation of the children of sex workers.
  • To find out the scope and barrier for getting mainstream education of the children of sex workers. 
  • To present the scenario of the children of sex workers to the national and international NGO, doner agency, corporate house, business organization, financial institution, educational institute, and government for rising the fund.
  • To create an enabling educational environment for the children of sex workers.

Scope of Work

The video documentary will be designed and developed in close coordination with the program team of Sex Workers Network. SWNB will expected to undertake the following tasks:  

  • Conceptualization of the assignment and submission of methodology and timeframe.
  • Design outline of whole works and develop plan of the assignment.
  • Design/ redesign the shooting content and validation with SWNB.
  • Field visit and consultation with the sex workers and the children of sex workers.
  • Develop script and share with SWNB team, incorporate the comments, and finalize the script based on comments and feedback.
  • Video shooting and editing.
  • Full usage rights for music (or music for which copyright has been granted) along with background music.
  • Develop and share draft video documentary with the SWNB team.
  • Prepare final video documentary, with narration, translation and subtitle in English and Bangla.
  • Good and skill voice over person’s (female and male) select and before finalising communicate with SWNB.
  • Present the rough cut of the video for review and inputs.
  • Share the draft video with SWN to get their feedback.
  • Revise the video based on the inputs from the SWN team.
  • Submit revised video in Bangla with English subtitles as required.
  • Complete production of video with printed cover.
  • Submission of the final video documentary in Web, mpeg-4 and DVD format. Mpeg-4 format should include different quality version i.e. HD, FHD, 4k etc.
  • Location will be in program areas inside and outside Dhaka.

Length of Video: 4- 5 minutes

Location         : Dhaka, Camilla and Faridpur.

Language        : The language of the documentary will be in standard Bangla and English both.

Subtitle of the documentary           : The subtitle will be in English and Bangla.

Target Audience:  Students of Private and public University and corporate area and face book group. 
 
Deliverable Output               :

  • Inception report
  • Draft plan of the work.
  • Final Script (Bangla and English).
  • Final draft Clips (three copies).
  • Final Video Clips (In deferent format e.g., competent to be use grassroots, Web and mobile version, etc in CD)
  • Fully produced Video Clips in MP4 and 1080p (HD) resolution aimed at sharing in different media
  • Submit all raw materials (master copy) collected during the filming for any possible future production initiated by SWNB.

Proposal and Budget:

All cost should be quoted in BDT280.000 (Two lac Eighty thousand taka only).  The budget of the tasks should be broken down in details as per convenient format. This summary budget information should be inserted in the Front page of technical proposal.

Qualifications and competencies required

  • The Consultant individual(s) or organization should have relevant extensive experience in producing documentary/ video films.
  • Minimum 5 and above years of experience working in video production.
  • Excellent planning and organizational skills.
  • Excellent ability to meet deadlines.
  • Script writing experience on relevant issues.

Equipment (Preferable):

Video equipment to be hired and used by vendor includes a camera with high-definition capability (1080i Display Standard: 1920x1080 pixel: Full HD), four lenses (including 50 prima for interviews), an adequate lighting set and a sound recording device. Sound should be taken through XLR input and a lapel mic (similar to PMC77) should be used for interviews, rather than a wireless mic. Multi-Cam filming capacity.

The consultant will lead the video production, shooting and editing. Logistics (Camera, equipment, editing panel, camera man and team) will be under the consultant’s responsibility. The consultant will incorporate aerial shots to stablish the stories using drone, as per requirement and demand of the story. Attractive background music has to be added.

Completion criteria

  • Finalized video documentary approved by the SWN.
  • All raw b-roll footage to be submitted.
  • Signed document specifying that the SWN has worldwide broadcast rights to use the footage.
  • Edited general views of the areas (HD, 16:9 aspect ratio, Mp4 or MOV format).
  • Translated, time-coded, shot-listed, edited footage of the film (HD, 16:9 aspect ratio, Mp4 or MOV format).
  • Finished and finalized VNR in HD, 16:9 aspect ratio, Mp4 or MOV format for the assignment.
  • Translating, timecoding, shot listing and editing.
  • A set of still photographs (minimum 30), people, audience to be included. 

Remuneration of the assignment /organization/ firm

SWNB will pay remuneration of external firm subject to timely and satisfactory completion of the contracted work through following instalments. All payments will be made through account payee cheque. VAT and Tax will be deducted from the payment as per government circular.

Total Budget of the work 280,000/= (Two lac eighty taka only.) including vat and taxes.

General Terms and Conditions:

Either party can terminate this agreement with a written notice within 15 (fifteen) days from the date of signing this agreement. SWNB reserves the right to unilaterally terminate the contract if:

  • The External firm cannot fulfill any clause of Terms of Reference.
  • The External firm cannot submit their documentary within the specified time.
  • Any document, information or data entrusted to or produced by the firm in connection with this assignment shall be strictly confidential and cannot be used by the external firm for any other purpose without the written consent of the MJF authority. This provision shall remain valid even after the completion of this assignment.
  • In the event of a major natural disaster, war or major civil or political unrest this agreement may be renegotiated and jointly revised between the two parties recognizing any consequent change in the environment for implementation.

Copyright and Ownership of Assignment:
SWNB reserves the copyright of all information, findings and the final documents produced through this process.

Penalty Clause:

If the agreed deadline and / or deliverables are not adhered to by the consultant/team, financial penalties will be imposed upon the consultant/team in terms of payment. This is specified as follows:

  • In case of delayed submission of the deliverables up to one-month delay, 30% of the contract amount will be deducted.
  • Delay of more than one month, will result in auto cancelation of the contract and forfeit of the remaining 50% of the contract value.
  • Confidentiality of all aspects of the assignment is to be assured by the consultant/team at all times.

Disclaimer:

Sex Workers Networks reserves the right to accept or reject any or all proposals/application without assigning any reason what so ever.

Discloser of information:

It is understood and agreed that the Consultant(s) shall, during and after the effective period of the contract, treat as confidential and not disclose, unless authorized in writing by Sex Workers Network, any information obtained in the assignment of the performance of the Contract. Information will be made available for the consultants on a need-to-know basis.

Safeguarding /Protection Policy:

The individual consultant /team/Firm shall comply with safeguarding and child Protection policy. Any violation /deviation in complying the Policy on Children Protection and vulnerable adults will not only result-in termination of the agreement but also will initiate appropriate action in order to make good the damages/losses caused due to noncompliance.
