CALL FOR EXPRESSION OF INTEREST

This Swiss Red Cross call for expression of interest relates to the appointment of a consultant for a gender-based violence (GBV) assessment and training in Ershadnagor, Gazipur


Introduction and Background

The Covid-19 pandemic has adversely affected the income, livelihoods, food security and ability to meet basic needs throughout Bangladesh. To stimulate livelihood recovery in the Ershadnagor slum in Gazipur, Bangladesh Red Crescent Society (BDRCS) with support of Swiss Red Cross (SRC) is implementing an economic support project (Jan – Dec 2021). Besides supporting small business recovery and skills development, the project includes a component on gender-based violence (GBV) in response to the increase since the onset of the pandemic. The project aims at equipping and supporting the target communities with awareness, prevention and protection measures to minimize GBV. Beyond that, appropriate specialized services shall be ensured for survivors of GBV.

Objectives

This consultancy has the following objectives: 1) a detailed assessment to understand the situation and underlying causes for GBV in the targeted communities. Social and community networks shall be examined not only to understand the reasons that inhibit their engagement in preventing GBV but also to assess the possibilities of fostering community based approaches to protection. Based on this in-depth analysis, 2) a set of recommendations shall be formulated to guide the project implementation with regard to above mentioned outcome and outputs. To enable a meaningful engagement, 3) a training on GBV shall be carried out to sensitize the project team and capacitate volunteers to carry out awareness raising sessions on self-protection and sensitive handling of cases of GBV.

Roles and Responsibilities of the Consultant

The consultant will lead the design and completion of the GBV assessment in Ershadnagor, Gazipur. This includes, but not limited to, survey design, orientation of staff and volunteers, on-site supervision of the assessment, quality control, data analysis and report writing. Moreover, the consultant shall outline recommendations for a way forward in line with project needs and assessment findings, including specific activities and linking-opportunities with expert institutions. Lastly, in close collaboration with the protection, gender and inclusion focal point of BDRCS, the consultant shall plan and carry out a training on GBV for staff and volunteers. If required, the consultant will share the findings of the assessment with internal and external stakeholders.

Timeframe & Number of Days

The timeframe of this consultancy shall be from 1 May to 15 June 2021.

Submission of the EoI

The application must include a) a letter of motivation, b) a technical proposal containing the understanding of the task (max one page), methodology of conducting the assessment, elaborating relevant experience and capacity (max one page) and CV/s and c) Financial Proposal (Summary of consultancy fees and rates.) If appropriate, supporting documents may be annexed. BDRCS / SRC reserves the right to ask for further supporting documents at a later stage, if deemed necessary.  

The EoI should reach to Swiss Red Cross, House 35, Road 117, Gulshan 1, Dhaka 1212 by 22 April, 2020 before 5:00 PM. Appointment process 

After a thorough review of the complete file of expression of interest, the short-listed candidates will be contacted for an interview. The consultant will be contracted by 30 April 2021.

Once under contract, the consultant has to adhere to the seven fundamental principles of the Red Cross Red Crescent Movement along with the Code of Conduct of SRC.
