CALL FOR EXPRESSION OF INTEREST

This Swiss Red Cross call for expression of interest (EoI) relates to the appointment of a national consultant to carry out the review of a 3-year DRM Programme in Gaibandha, Bangladesh.

Background

The ongoing DRM Project in Bangladesh’s north-western district of Gaibandha started in July 2017 and will come to an end in June 2021. It is implemented by the Bangladesh Red Crescent Society (BDRCS) with support of the Swiss Red Cross (SRC). The goal of the programme is to reinforce the resilience of the exposed communities to natural and health hazards. The aim is to sustain the strengthened resilience of extremely poor and vulnerable communities through the interplay of the BDRCS with the sub-national DRM system.  Building upon the experience of a previous phase with Disaster Risk Reduction (DRR) and Water, Sanitation and Hygiene (WASH) interventions at the core, the present and second phase of the programme takes a more comprehensive view of resilience and pilots several new approaches, among them two innovative tools to measure resilience and the Red Cross Red Crescent Movement’s Roadmap to Community Resilience.

As the project is in its last year it is time to review the progress and impact, which will help to design the new phase of the current program.

Objectives

The review of the DRM programme seeks to a) identify impacts of resilience building interventions on community resilience and b) to inform future programming by distilling lessons learnt. The solid monitoring process in the field will form the first half of the review and serve as the basis for the review questions to be answered by means of key informant interviews and focus group discussions in the second half of the programme review.

Roles and responsibilities of the consultant

The review will be directed by an international consultant who implemented the baseline study back in 2017 to inform the DRM programme design. He will be responsible for a thorough introduction, briefings and training of the national consultant and remotely support all steps of the review.

The national consultant will take lead on the DRM programme review in Bangladesh and engage the project team with which the review will be conducted. The consultant is expected to conduct “resilience measurement” refresher trainings with the project team in the field, employ focus group discussions, key informant interviews, peer review, observation and lead the data collection and review in the team. Specifics shall include, but not be limited to, resilience measurement exercises, field visits, meetings with partners, local government stakeholders and beneficiaries. The consultant shall share the findings with Bangladesh Red Crescent Society (BDRCS). The consultant is expected to have sound knowledge and experience of Participatory Appraisal processes and its implications. Relevant documents and support will be provided by SRC.

Timeframe & number of days
The timeframe of the review shall be from 15 December 2020 to 22 February 2021.

Submission of the EoI

The application must include a) a letter of motivation, b) a technical proposal containing the ,  understanding of the task (max one page), elaborating relevant experience and capacity (max one page) and  CV/s and c) Financial Proposal (Summary of consultancy fees and rates.) If appropriate, supporting documents may be annexed. SRC reserves the right to ask for further supporting documents at a later stage, if deemed necessary.

The EoI should reach to Swiss Red Cross, House 35, Road 117, Gulshan 1, Dhaka 1212 by 8 December 2020 before 5:00 PM. The application should address to the Country Representative of SRC. Appointment process

After a thorough review of the complete file of expression of interest, the short-listed candidates will be contacted for an interview. The consultant will be contracted by 10 December 2020. Once under contract, the consultant has to adhere to the seven fundamental principles of the Red Cross Red Crescent Movement.
