Position: Field Coordinator - Public Health

Service status : Swiss Red Cross project-based contract
Duration : Till March 2022 (with possibility of extension upon satisfactory performance and availability of funds)
Salary : Monthly consolidated salary will be ranging from BDT 110,000-125,000

Position Summary
Since August 2017, hundreds of thousands of women, children and men have fled violence in Myanmar and crossed into Bangladesh. The newly arrived people came to Cox's Bazar district with very few belongings, have no access to income sources, and struggle to provide for the minimum levels of food and other essential needs and services for survival. This is one of the largest and most complex crises in the region.

The Bangladesh Red Crescent Society (BDRCS) with support of the International Federation of the Red Cross (IFRC) and Partner National Societies (PNSs) is implementing a large "Population Movement Operation" (PMO) to respond to the needs of the new arrivals and host communities. Together, the Red Cross/Red Crescent Movement provides assistance to over 200,000 displaced people with support in health, shelter, relief, water, sanitation and hygiene. Furthermore, the PMO addresses the critical needs of the host communities, in view of conflict-sensitive programming and a do-no-harm perspective. In response to the need for an improved protective environment and access to basic health and nutrition services, the Bangladesh Red Crescent Society and Swiss Red Cross along with technical partners like Action Against Hunger, Orbis International and the Directorate General of Health Services as the leading government partner, render primary health services through three running and two additional Primary Health Care Centers with integrated protection services in the Kutupalong Balukhali expansion site. The position is expected to provide the technical, coordination and management support to the team to ensure the basic health and nutrition services to the targeted people.

Both the camp and host community population suffer from waste and environment related health problems, the project is to provide a model for waste collection, sorting and disposal in combination with the primary health intervention and community work. The position will be responsible to support for installing a system to cover the whole camp 15 and two wards in the host community in a participatory process with the community to adapt to their needs and practices. The position will also support the project team and SRC to carry out continuous coordination and lobbying efforts to disseminate the model and encourage others to incorporate a solution for waste and environmental health in their interventions.

As the Primary Health centers (PHC) act as an entry point for activities regarding protection and gender inclusion, psychosocial support and communication engagement and accountability, the personnel is expected to strengthen the community-based work around the centres in camp 11, 13 and 15 and two new camps to identify patients early on and create synergies between the community engagement in health and environmental health.

Job Description / Responsibilities

  • Work closely with RCRC movement, government and PHC partners, such as International Federation of Red Cross and Red Crescent (IFRC), BDRCS, Local health authorities, UN agencies and other INGOs/NGOs operating from PHCs and functional in implementing solid waste management in camp 15.
  • Support the development and review of annual plan of operation and other sub-plans, and coordinate and monitor their implementation.
  • Provide necessary coordination, management and monitoring support to BDRCS and other partner organizations for timely implementation of work plans in compliance with agreed quality standards.
  • Strengthen coordination at the camp level especially with the camp in charge and other partners working in the area of public health ( primary health care and solid waste management).
  • Plan and ensure on-the-job capacity building to BDRCS staff and project team on different technical aspects of solid waste management (SWM) which shall include, but not restricted to, training of SWM personnel in their respective mandates including outreach functions, establishment and management of project level management information system (MIS), construction and efficient management of material recover facility (MRF), and fostering market linkages for recyclables and compost
  • With support from line management, coordinate and ensure quality compliance for protection and gender inclusion work while ensuring fair level of community engagement and accountability for the entire set of PHC and SWM services.
  • Support the line manager to prepare progress reports and update information to/from federation system and SRC's Dhaka office on a regular basis as per agreed periodicty.
  • Capture, document and disseminate the good practices to enrich project and organisational learning while ensuring visibility of project work. Support BDRCS team, especially the volunteers, to implement the activities related to foster behaviour change among host and the guest community population on health and sold waste management topics.
  • Perform any other duties assigned by the line management.

Qualifications & requirements

  • Master's degree in social sciences, public health, or similar field. Work experience in solid waste management will be an added advantage.
  • At least 5 years of work experience in Public Health and/or Solid Waste Management (SWM).
  • Demonstrated high level of motivational and communication skills; excellent interpersonal skills and ability to work in a team is mandatory.
  • Experience of working with refugee population will be an added advantage.
  • Proficiency in MS Word, Excel, and Bangla and English language typing..
  • Fluency in both spoken and written English and Bangla.
  • Willing to move in the camp regularly for a longer period of time.
