SENIOR OFFICER/ OFFICER -PROCUREMENT

Swisscontact was established in 1959 as an independent foundation by notable figures from the worlds of commerce and science in Switzerland. It is exclusively involved in international development co-operation and has carried out its own and mandated projects since 1961. Based in Zurich, Swisscontact currently employs over 1,400 staff worldwide and manages 120 projects in 36 countries on behalf of public and private donors.

Swisscontact is inviting applications from professionals, willing to be a part of the Country Office Business Administration Team, who will assist in ensuring smooth functioning of Swisscontact’s day to day procurement and administrative requirements following organizational policies and procedures.

Reports to: Manager-Finance & Admin.
Employment start: At the earliest
Contract duration: Initial contract of one year; based on performance, the contract will be extended
Place of work: Dhaka, Bangladesh

Essential Functions & Responsibilities

  • Carry out procurement and quality control of goods and services for projects directly administered by Country Office Business Administration Team following the Swisscontact procurement policies and guidelines.
  • Prepare procurement overview/dashboard/List with timelines for ongoing procurements.
  • Carry out vendor enlistment for all required goods and services at least once in two years.
  • Ensure and carry out due diligence check of partners and subcontractors as per Finance and Operations Manual.
  • Timely update vendor list in consultation with Manager-Finance & Admin /Head of Business Administration.
  • Lead the procurement process and ensure the EOI, RFP and ToRs are properly formulated.
  • Ensure procurement committees are formed timely and avoids conflict of interest.
  • Keep records of procurement documents.
  • Ensure proper evaluation of bids following Swisscontact Finance and Operations Manual.

Vendor contacts:

  1. Liaise with different vendors.
  2. Liaise with landlords and negotiate lease (Dhaka Office and project offices).

Inventory/Asset register:

  1. Update inventory/ asset register on regular basis.
  2. Conduct yearly physical verification of inventory/assets.
  3. Arrange for disposal of out of date and disposable items.

Other Duties and Responsibilities

  • Ensure mutual learning, sharing and collaboration with the technical units to assure consistency in the implementation of systems and procedures.
  • Conduct any other task assigned by the Manager-Admin and External relations and/or Head of Business Administration.

Skills and Experience

Essential Requirements:

  • At least a bachelor’s degree in relevant discipline.
  • Minimum 3 years’ experience (Minimum 2 years’ experience is acceptable for master’s degree holders) with focus in procurement, vendor management and administrative management in an NGO, preferably INGO. Highly qualified candidates having at least bachelor’s degree with one year experience in Procurement are also encouraged to apply and will be considered for the Officer position.
  • Proficient in MS Excel & word and excellent working knowledge of computer applications such as MS Office, Outlook, etc.
  • Sound understanding of procurement, vendor, and inventory management.
  • Sound understanding of procurement related VAT and Tax deductions.

Desired Requirements:

  • Degree/courses/Certification on procurement is preferred and will be added value.
  • Works independently but a team player.
  • Proficient in written and oral communication skills both in Bangla and English and communicates clearly with internal and external stakeholders.
  • Possesses strong negotiation skills.
  • Works with trustworthiness and integrity and is committed to Swisscontact's core values.
