Manager – Institutionalisation & Advocacy, PRABRIDDHI (RE-ADVERTISEMENT)

PRABRIDDHI is a Local Economic Development (LED) project, funded by Government of Bangladesh and Switzerland, and co-implemented by Local Government Division (LGD) and Swisscontact. Phase 1, the pilot phase of PRABRIDDHI, came to a successful end by August 2020. Phase 2 of the project started in September 2020 for a period of five years and focuses on further development of the LED approach in participating municipalities, capacity building of stakeholders and facilitators of LED and an anchoring of the approach on national level. Position: 01
Contract duration: Initial contract of 1 year; contract extension based on the incumbent’s performance.
Place of work: Dhaka with visits to field locations
Reports to: Team Leader, PRABRIDDHI Project, Swisscontact Bangladesh
Employment start: as soon as possible

Roles and Responsibilities

1. Institutional Partnership and Capacity Development:

  • Build partnerships with local, regional, and national organizations to align project goals with broader economic development objectives.
  • Support in developing LED toolkits, and frameworks and integrating those into the organizational structure of national stakeholders.
  • Facilitate the creation of alliances/platforms that can support the sustainable development of the local economy.

2. Advocacy and Stakeholder Engagement:

  • Develop and implement advocacy messages and strategies to raise awareness and support for LED among key national and local stakeholders.
  • Organize and participate in meetings, workshops, and public events to promote the project's objectives and secure buy-in from relevant stakeholders.

3. Policy Analysis and Research:

Research and analyse local economic development policy and best practices to guide advocacy and project implementation, and prepare reports, policy briefs, and recommendations for decision-makers based on research findings.

Skills and Experience

  • The individual must conform to the following qualifications and expertise:
  • A bachelor’s/master’s degree in Poltical Science, Public Administration, Public Policy, Economics or any other relevant discipline;
  • 5-8 years of progressive professional experience in similar role(s), preferably in NGO/INGO(s);
  • Demonstrated experience in development and delivery of advocacy strategies and/or in institutional relations.
  • Understanding of local development challenges and multilevel governance in Bangladesh;
  • Familiarity with relevant laws, regulations, and ethical standards;
  • Excellent verbal and written communication skills in both English and Bangla languages;
  • Ability to work productively in a highly collaborative setting (is a team player) while also able to operate independently with limited to no supervision;
  • Excellent computer literacy in MS Office programmes (specifically Word, Excel, PowerPoint and Outlook);
  • Excellent organizational skills and ability to multitask effectively under pressure;
  • Demonstrates openness to change and ability to manage complexities;
  • Works with trustworthiness and integrity and is committed to Swisscontact's core values; and
  • Demonstrates awareness and sensitivity to gender and diversity (including sensitivity towards differently abled people).

Working Conditions and Environment

This will be applicable in accordance with the Swisscontact Finance and Operations Manual.

Physical Demand

Field visits play a large part in the incumbent’s activities; as such, it is expected that the incumbent is willing and able to take part in such activities as needed and sometimes under short notice.
