SENSITISE THE JOURNALISTS AT THE REGIONAL AND NATIONAL LEVEL AND INCREASE MEDIA VISIBILITY OF THE OPPORTUNITIES AND CHALLENGES IN THE CHAR REGION

GUIDELINE FOR SUBMISSION OF PROPOSAL

This Request for Proposal (RFP) refers to the Terms of Reference (TOR) for “Sensitise the Journalists at the Regional and National Level and Increase Media Visibility of the Opportunities and Challenges in the Char Region”. The TOR provides a basis for applicants to respond to this RFP.

OBJECTIVE

The core objective of the task is to sensitise and develop the capacity of journalists from electronic, print, and online media to cover and feature news and stories highlighting the successes, opportunities, and challenges, including economic and social, in the char regions of Bangladesh. Also, the content will have the merit to use as knowledge products and regular communication materials of M4C.

TASKS

The individual or firm shall expressly undertake the following tasks:

1. Capacity development: This will contribute to-

    1. Organise training sessions in 3 different slots. The tentative number of participants will be 60 (20 participants in each slot). Tentative schedule for the training to take place: October 2022, December 2022, and March 2023
    2. Prepare training/ orientation materials and conduct training/ orientation in a way so that they can create/ report news and stories at the end of the training/orientation program
    3. Follow-up and evaluation of the news coverage and give feedback to the participants

2. Organise "Editors/ media gatekeepers Meetup" and TV talk shows.

3. Create persuasive social media content (audio, visual, text, animation) as per the project's requirement addressing the char context. Identify effective mediums and best practices to communicate with and reach a larger audience.

TIME FRAME AND DELIVERABLE

The individual or firm will be hired up to June 2024. The individual or firm shall specifically provide the following deliverables:

SUBMISSION OF LEGAL DOCUMENTS

The contractor should submit the following documents along with the proposal (documents required as per the registration mode of the firm/ agency/ individual):

  1. Updated Tax Identification Number (TIN) Certificate
  2. VAT Registration Certificate
  3. Business Identification Number (BIN)
  4. Certificate of Incorporation
  5. Trade license
  6. Joint Stock Registration Certificate

TECHNICAL PROPOSAL GUIDELINE

  1. Organization/ individual profile and similar experience details.
  1. Outlining the detail of the task performed by the contractor including a timeline.

FINANCIAL PROPOSAL GUIDELINE

1. Submit the unit rate for each task

    1. Rate for each media capacity development session.
    2. Editors/media gatekeepers Meetup and TV talk show
    3. The rate for news coverage and article publication.

2. The contractor is responsible for arranging and paying for each assignment's accommodation, transportation, and food.

SUBMISSION DETAILS

Interested organizations/ individuals are requested to submit the financial and technical proposal (not more than 5 pages outlining the previous experiences and samples) by 27 September 2022 to the e-mail at bd.infom4c@swisscontact.org having subject heading ‘’Submission of proposal to Sensitise the Journalists at the Regional and National Level and to Increase Media Visibility of the Opportunities and Challenges in the Char Region.’’ Also, the hard copies of the proposal must be submitted to House No: 28, Rd No: 43, Gulshan-2, Dhaka 1212, Bangladesh on the same date on or before 5.00 PM.
