REQUEST FOR PROPOSAL FOR ENGAGING SHORTTERM EXPERT ON STRATEGY DEVELOPMENT OF PRIVATE SECTOR LED BASIC HEALTH SERVICES IN CHAR REGION (RE-Advertisement)

GUIDELINE FOR SUBMISSION OF PROPOSAL

This Request for Proposal (RFP) refers to the Terms of Reference (TOR) for “Short-Term Expert on Strategy Development of Private Sector Led Basic Health Services in Char Region” placed in Annex 1. The TOR provides a basis for applicants to respond to this RFP

ELIGIBLE APPLICANTS :

Eligible applicants (researchers/ individual consultants/ team of consultants) should meet the following qualifications:

  • The consultant should have experience in Rural health service delivery, Rural health system planning and regulation applicable in Bangladesh.
  • Understanding mandates of the Ministry of Health, Family Welfare and/or liaison mechanisms with public health agencies such as Directorate General of Health Services (DGHS), and Directorate General of Family Planning (DGFP) will be highly preferred
  • Prior work experience with reputed public and private health service providers will be preferred.
  • Contextual understanding of the livelihood and health system in the northern chars of Bangladesh is preferred
  • Ability to meet deadlines and revise the end products as per project’s expectation
  • Analytical, writing and reporting skills are desirable
  • Experience in Geographic Information System (GIS) will be an added advantage.

Bids will be assessed based on:

  1. Alignment of proposed methodology to the scope of work/ TOR (placed in Annex 1)
  2. Realistic work plan in line with requirements and deadlines
  3. Skills and experience of the consultant(s)
  4. Evidence of successful completion of similar assignment

LEGAL DOCUMENTS:

  • Copy of E-TIN Certificate
  • Copy of NID or Passport

CONTENT OF THE PROPOSAL:

The language of the proposal should be English. The proposal must be submitted in MS Word, maximum 05 pages A4, font size Calibri 11, normal margin and 1.15-line spacing excluding cover page and annexes. The main parts of the proposal should be structured as follows:

  • Understanding of the assignment
  • Previous Experience of conducting relevant assignments highlighting the experience in chars (with evidence of the work)
  • Proposed modality to address the core objective of the assignment.

Annexes may be included to furnish any additional information

EVALUATION PROCESS:

  1. Quality based evaluation will be applied by the M4C, Swisscontact evaluation team.
  2. The main part of the proposal will be taken for the evaluation only, excluding the annexes and ranked based on obtained score for the proposals
  3. Proposals submitted in the prescribed format and/or structured as per the required content will be preferred
  4. Applicants with the highest score will be selected for the assignment based on the criteria’s such as
    1. Work experience relevancy in terms of rural health service delivery and char region
    2. Credible Academic Background
    3. Relevant Professional training and networks
  5. and provided that successful negotiations on the budget and other terms are reached. If there is no agreement on the final budget, then the bidder with the second highest score will be considered for discussion and negotiation.

  6. M4C, Swisscontact has no obligation to award the contract to any applicant if the proposals submitted do not match with the quality and the budget requirements of the project.
  7. M4C, Swisscontact has no obligation to provide any further information to the applicants or any other third party about the evaluation process and its results.

TIMELINE FOR SUBMISSION OF PROPOSAL:

  • Applicants/ Consultants may submit ONLY questions for clarification to the M4C project to sujayet.kabir@swisscontact.org by January 20, 2022
  • The final proposal must be sent to M4C project to bd.infom4c@swisscontact.org by January 24, 2022
  • M4C evaluates and short lists proposals and informs selected applicant by January 30, 2022 at earliest
  • Final selection and contract signing by February 3, 2022

SUBMISSION DETAILS:

Interested bidders should submit the technical and financial proposals and other necessary documents by January 24, 2022 on or before 5:00 pm to bd.infom4c@swisscontact.org having subject heading “Submission of Proposal for Engaging Short-Term Expert On Strategy Development of Private Sector Led Basic Health Services in Char Region” Also, the hard copies of the proposal must be submitted to House No: 28, Rd No: 43, Gulshan 2, Dhaka 1212, Bangladesh on same date.
