Swisscontact Bangladesh is looking for a qualified Senior Officer-Procurement to be a part of its country office team.

Purpose of the Job

The Senior Officer-Procurement will assist in ensuring smooth functioning of Swisscontact’s day to day procurement and administrative requirements following organizational policies and procedures.

Essential Functions and Responsibilities

  • Carry out procurement and quality control of goods and services following the Swisscontact procurement policies and guidelines
  • Carry out vendor enlistment for all required goods and services at least once in two years
  • Ensure and carry out due diligence check of partners and subcontractors
  • Timely update vendor list in consultation with Coordinator-Admin and External Relations
  • Lead the procurement process and ensure the EOI, RFP and ToRs are properly formulated
  • Ensure procurement committees are formed timely and avoids conflict of interest
  • Keep records of procurement documents
  • Ensure proper evaluation of bids following Swisscontact Operations Manual
  • Vendor contacts:
    1. Liaise with different vendors
    2. Liaise with landlords and negotiate lease (Dhaka Office and project offices)
  • Inventory-Fixed asset register:
    1. Update fixed asset register
    2. Conduct yearly physical verification of fixed assets
    3. Arrange for disposal of out of date and disposable items

Other Duties and Responsibilities

  • Ensure mutual learning, sharing and collaboration with the technical units in order to assure consistency in the implementation of systems and procedures;
  • Conduct any other task assigned by the Coordinator-Admin and External relations and/or Head of Business Administration

Profile of Senior Officer - Procurement

Essential Requirements:

  • At least a Bachelor’s Degree (Business Administration preferred);
  • Minimum 3 years’ experience with focus in procurement, vendor management and administrative management in an NGO, preferably INGO;
  • Proficient in MS Excel and excellent working knowledge of computer applications such as MS Office, Outlook, etc.
  • Sound understanding of procurement, vendor and inventory management
  • Sound understanding of procurement related VAT and Tax deductions.

  • Degree/courses on procurement is preferred
  • Works independently, is a team player
  • Proficient in written and oral communication skills both in Bangla and English and communicates clearly with internal and external stakeholders;
  • Possesses strong negotiation skills;

Working Conditions and Environment

This will be according to the Swisscontact Bangladesh Operations Manual.

Physical Demand

There may be field visits for this position; as such, it is expected that the incumbent is willing and able to take part in field visits as and when needed and sometimes within short notice.
