Consultancy support to adjust curriculum and develop training manual on General Finishing Operation trade for Uttoron project.

This Request for Proposal (RfP) describes Part I: Information of the project implementation agency, Swisscontact, the project’s background, and the Terms of Reference of future cooperation between the consultant and the project and Part II: the content, evaluation and submission of the proposal.

PART I

Background

Swisscontact is the business-oriented independent foundation for international development cooperation. Represented in 36 countries with over 1,100 employees, it promotes - since 1959 - economic, social and environmental development. The focus of systemic interventions in the private sector is strengthening of local and global value chains. The organization is based in Zurich. Swisscontact concentrates on four core areas of private sector promotion: Skills Development; Enterprise Development; Inclusive Finance and Climate-Smart Economy. Project Brief

Uttoron – skills for better life Phase-II is a skills development project that aims to enhance employability of community youths in Sylhet division, generate sustainable provisions for skills training near Bibiyana area, and create opportunities of advanced welding training for youths in Bangladesh. The project will support 2,000 community youths to acquire skills on different industry demanded occupations and positioning them in gainful employment. On receiving market-valued skills and rewarding jobs, the youths will have the opportunity to increase their income and improve their living standards.

The three-year project (2019 – 2022) is funded by Chevron under the Bangladesh Partnership Initiative (BPI) and implemented by Swisscontact.

During the inception phase, the project conducted a Rapid Market Assessment (RMA) to identify trades suitable for the target beneficiaries and having employment opportunities. RMA result recommends selecting the following occupations for skills training under Uttoron project:

Rationale of the assignment

To achieve the project objectives Uttoron project has identified industry demanded trades and have facilitated development of curricula fulfilling industry demand. During the second phase the project has initiated, one new trade namely, General Finishing Operation, hence its curriculum has also been newly developed by Uttoron project in this phase. One of the reasons for selection of this new trade is to ensure the employment opportunity in diversified industries and create better opportunity to include female in the skills training.

 In order to further enhance the learning process Uttoron project aims to develop Training Manual as per curricula. The project developed some training manuals in its phase-I. Now Uttoron project desires to adjust curriculum and develop training manual for its new trade on General Finishing Operation. In this connection, Uttoron seeks expertise of qualified individual consultant(s)/consultancy firm(s) to develop the mentioned training manual entitled CBLM.

Objective of the assignment

The objective of the assignment is to adjust curriculum and develop appropriate training manual for General Finishing Operation trade following Competence Based Training & Assessment (CBT&A) approach.

Proposed Methodology

Uttoron project has recently conducted a curriculum review and adjustment workshop involving experts from industry and training institutes to review the existing curriculums and adjust according to the need of industries and training duration of the project. These curricula are being used by the trainees and instructors for the skills training. The curriculum for General Finishing Operation trade has been drafted for 300 hours (3 months) and consist of 12 Unit of competencies such as:

  • Use Basic Mathematical Concept Communicating in the workplace;
  • Apply Occupational Health and Safety (OHS) Practice in the workplace Applying electrical measurement and measuring instruments;
  • Communication and Interpersonal skills;
  • Practice Personal Health and Hygiene;
  • Basic concept of Electricity and Electrical tools and equipment’s; 
  • Working in the industry;
  • Operate in a Self-Directed Team;
  • Interpret the Feature of Packaging Materials, Tools and Equipment;
  • Clean Machine, Equipment and Workplace;
  • Perform manual packaging of a product;
  • Perform Packing and Sealing Process;
  • Operate Shipper Sealing Machine.

A national consultant experienced in Curriculum and Competency Base Learning Materials (CBLM) development for General Finishing Operation trade will use his/her expertise to adjust curriculum and develop training manual for General Finishing Operation trade in Bangla. The consultant will utilize the available materials and will consult with relevant industries, as needed, to develop the document. The consultant should conduct module wise Disaster Risk Analysis and will add a section at the end of each module reflecting the impact of common hazards on the relevant unit of competency and corresponding mitigation measures. Project team will support the consultant by sharing existing materials and documents.

  • Share draft curriculum of General Finishing Operation trade;
  • Share relevant documents and formats;
Submission
  • Submit the re-draft curriculum adjusted as per the draft curriculum given by Uttoron project for review;
  • Submit the draft training manual developed as per the format given by Uttoron project for review;
  • Incorporate feedbacks of Uttoron project, if any, and submit final version without any spelling and grammatical mistakes;
  • Signed time sheet and invoice;
  • Review the re-draft curriculum adjusted and provide feedback;
  • Review the draft training manual developed and provide feedback;
  • Accept the final version of training manual developed
  • Make payment to the consultant upon submission of the deliverables

Task schedule, deliverables and reporting

Uttoron requires the assignment to be completed during the period from 28 April 2020 to 30 May 2020.  The following table gives the deliverables along with corresponding deadlines. The deadlines can be adjusted upon mutual consent. Tentative timeline as below-

The consultant reports to the Team Leader of Uttoron project.

PART II

Guideline for submission of the proposal

This guideline shall ensure uniformity of proposals submitted by all consultants and transparency of the evaluation process.

Qualification of the Consultant

  1. At least 3 years’ experience of conducting skills training on Competence Based Training (CBT) on Packaging or Food Packaging or Food Processing and Quality Control occupation.
  2. National certified (CBT&A, NTVQF Level-04) trainer and assessor) on Packaging or Food Packaging or Food Processing and Quality Control occupation.
  3. Valid TIN and VAT registration number (as applicable)

Proposal submission

The consultant needs to submit the following documents:

  1. Cover letter
  2. CV (highlighting experience of similar work in the last 2 years)
  3. A sample of previous work
  4. Budget (see annex 1)
  5. TIN and VAT certificate (as applicable)

Please note that if any applicant does not meet all the above eligibility criteria, the application will be disqualified without further evaluation.

Consultancy proposals have to be sent via an email to “bd.procurement@swisscontact.org” by mentioning “Proposal for consultancy support to adjust curriculum and training manual development for Uttoron project” in subject line by 19 April 2020, 5:00 pm. No late and hard copy submissions will be accepted.

Uttoron project reserves the right to accept or reject any or all proposals/ application without assigning any reason what so ever.
