The Opportunity
The Senior Officer - Advocacy will closely collaborate with the Anticipatory Action program, technical, and implementing partners to ensure high-quality, result-oriented field operations. Responsibilities include providing national/local advocacy for Anticipatory Action, DRR, Climate Change, and Emergency Response. The position involves effective communication and coordination with different ministries and departments, technical partners (RIMES), as well as Anticipatory Action working groups. The goal is to develop an advocacy strategy and communication plan to expedite multi-hazard efforts, establish national protocols, Anticipatory Action Plans, and guidelines, and advocate for overall Early Warning System strengthening.
The role requires maintaining collaborative liaisons with local government line departments, the Bangladesh Meteorological Department (BMD), the Department of Disaster Management (DDM), Ministry of Agriculture, Fisheries and Livelihood, Ministry of Disaster Management and Relief (MoDMR), START Network, BDRCS, FAO, WFP-lead OCHA AA response Consortium, STEP and SUFAL consortium, Anticipation HUB platform, Youth and Children forum and networks, and DRR/CCA/AA National actors. Key responsibilities also include supporting quality donor report writing, implementing the communication and advocacy strategy, MEAL framework for the Anticipatory Action program, and managing early warning message dissemination/campaigns while maintaining organizational branding. The position involves collecting and sharing best practices and learning evidence in the Anticipation HUB to promote Save the Children Bangladesh's Anticipatory Action initiatives to national/global audiences.
Qualifications and Experience
- At least 5 years of professional experience in advocacy role, preferably in Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA), Emergency response, Recovery and Anticipatory Action programme.
- Clear understanding on Anticipatory Action, DRR, Climate Change, resilience programming, strong knowledge of development and emergencies field dimension and global movement.
- Working experience as a Knowledge Management professional, Analyst, and Researcher would be added value.
- Solid understanding and knowledge of Humanitarian Architecture, National/ Global drivers of DRR, CCA, Anticipatory Action, Emergency, and social development programming.
- Proficient in crafting and executing impactful communication strategies for diverse audiences.
- ability to build and maintain strong relationships with key stakeholders.
- Skillful in analyzing policies and developing persuasive advocacy materials.
- Strong report writing and communication skills and ability to write clearly and concisely.
- Experience in content development and audio-visual documentation.
- Having Strong coordination, negotiation, mobilizing and facilitation skills.
- Ability to support and encouragement of knowledge sharing across the projects as a team player and capacity to portray great innovation,
- Financial/budget management skills.
- Strong management and supervision skills have proven facilitation and training capacity.
- Master’s Degree, preferably in Social Sciences/Economics/Disaster Management /Development Studies /Environmental Science/Urban and Regional Planning/Mass Communication/ International Relationships/ Journalism or related discipline from a reputed public university.
