Technical Specialist – MEAL

The Opportunity
 
Technical Specialist-MEAL is mainly responsible for providing Monitoring, Evaluation/Research, Accountability, and MIS support to Shishuder Jonno (SJ) Program. S/he is responsible for planning, executing, and overseeing the entire data collection process, ensuring accuracy and completeness. S/he is responsible for developing MEAL Plan including Quality Benchmark (QB) checklists, evaluation/research plan, information sharing plan and supporting to implement the QB checklists for SJ program. S/he will support to develop ToR and or concept note of assessment/research for hiring consultant. S/he will support to prepare protocol and lead the process of data collection and analysis. The Technical Specialist-MEAL will work closely with Sr. Manager-MEAL on e-MIS, PRIME system, member/donor and CO reporting. S/he is also responsible for developing evidence & learning brief after completing different studies (baseline, evaluation, research). S/he will support to prepare various design specifications, communicate with relevant designers and vendors, ensure timely delivery with quality, and circulate them according to plan. S/he will support to develop logical framework, result framework, required information/data for new projects with coordination of Sr. Manager-MEAL, SJ program team. The Technical Specialist-MEAL is responsible for developing staff capacity building, both SCI and partners, in different aspects of MEAL. S/he is responsible for ensuring the MEAL system of the project is complying with SCI MEAL framework, standards, and procedures. S/he is responsible for managing SJ program’s groups, website, and other relevant digital platforms.

Qualifications and Experience

  • 5 years’ experience in monitoring,  evaluation, accountability and learning.
  • Proven track record of developing, implementing and reviewing MEAL systems/strategies.
  • Technical expertise and experience in two or more thematic areas where Save the Children works (Education, Health & Nutrition, Child Protection, Child Rights Governance, Child Poverty etc.)
  • Previous experience of capturing progress, best practices, and learning.
  • Solid understanding of quantitative and qualitative methodologies, including skills in analysis, documentation and presentation of complex data/information.
  • Should be proficient in computer operation, particularly in R/SPSS, MS-Excel, and MS-PowerPoint
  • Experience in designing and implementing Technology based MEAL system/processes.
  • Experience of conducting and/or commissioning evaluations.
  • Post graduate degree in relevant discipline, preferably in Social Science/Statistics
