The Opportunity
 
The Senior Manager-Performance Measurement is a senior level position under HIV/AIDS Program, will be based in Dhaka and report to Chief of Party, HIV/AIDS Program. This is one of the key positions according to the Global Fund grant requirement. H/she will be responsible for overall measurement of both program level and national level such as surveillance, impact assessment, projections and others. The incumbent will also maintain liaison and coordination with relevant ministries, departments, UN agencies and other key stakeholders to ensure effective National HIV/AIDS response. H/she will provide strategic guidance in updating the M&E framework, and its operation based on the shifting strategies in the program. The key responsibilities also include but not limited to review of program performance against the set indicators; consolidate data for national response; review quality benchmarks; measurement and documentation of best practices and its impact; conduct operation research, assessments and ensure usage of program data for re-strategize intervention as applicable. H/she will also responsible to guide Community Information System (CIS) and to ensure its appropriateness. S/he will ensure the Global Fund reporting in time, facilitate LFA verifications of PUDR. H/She will provide guidance for SRs/SSRs capacity building related to monitoring and evaluation. S/he will participate in planning and developing new programs based on the previous lesson learned and best practices to mobilize resources for the program and overall portfolio of the Save the Children.

Qualifications and Experience

  • Requires a minimum of 7 years of experience in planning, managing, and evaluating work plans with diverse stakeholders, preferably at least 3 years within key population/HIV prevention programs.
  • Proven experience in managing large programs with experience in developing M&E framework, survey, surveillance, conduction of research is essential.
  • Facilitation, staff supervision skills are additional requirements.
  • Frequent travel is required for this position.
  • Provide guidance to formulate and translate strategies to strengthen capacity of SRs to plan, implement, monitor and evaluate programming.
  • Able to effectively communicate and build trusting relationship with the beneficiaries and working partners.
  • High level skills to establish efficient working relations and develop partnership with SRs, Government and NGO officials to contribute in National Response on HIV/AIDS program.
  • Excellent verbal and written communications skills in English and Bangla.
  • Proficient in computer skills of MS Office is essential and Statistical Packages e.g. SPSS etc. preferred.
  • Master’s Degree, preferably in Statistics/Public Health/Population Science/Demography/Social Sciences.
