Technical Specialist – Anticipatory Action

The Opportunity

The Technical Specialist- Anticipatory Action (AA) will be responsible for activities in preparation, implementation, evidence-based learning, pilot and Scaling-up Anticipatory Action Initiatives to reduce the impacts of flood, cyclone and landslide in northern and southern regions of Bangladesh. He/she will provide technical leadership, strategic management, and operational oversight for the overall implementation of AA project for flood, cyclone and landslide and will serve as the strategic liaison with Government line departments, project partners, AA platform in country, START Network, BDRCS, WFP-lead OCHA Cerf AA response Consortium and relevant project stakeholders. Under the technical responsibilities, the position will be accountable to enhance SC BD capacity to demonstrate AA approach, interpret hazard (Flood, Cyclone and Landslide) specific forecast mechanisms, risk analysis, setting triggering and early action in line with existing early warning system.

Qualifications and Experience

  • At least 5 years of professional experience, preferably in Disaster Emergency Response, Recovery, Disaster Risk Reduction (DRR) and Anticipatory Action programme integrated with Climate Change Adaptation (CCA).
  • Clear understanding on Anticipatory Action, DRR, Climate Change, resilience programing, strong knowledge of development and emergencies field dimension and global movement.
  • Solid understanding and knowledge of Humanitarian Architecture, National/ Global drivers of DRR, CCA, Anticipatory Action, Emergency, and social development programming.
  • Proficient in crafting and executing impactful communication strategies for diverse audiences.
  • ability to build and maintain strong relationships with key stakeholders.
  • Skillful in analyzing policies and developing persuasive advocacy materials.
  • Strong report writing and communication skills and ability to write clearly and concisely.
  • Ability to support and encouragement of knowledge sharing across the projects as a team player and capacity to portray great innovation,
  • Financial/budget management skills.
  • Strong management and supervision skills have proven facilitation and training capacity.
  • Computer skills including word processing, spreadsheets, email, internet
  • Excellent written communications skills, including report writing, newsletters, articles in newspapers
  • Financial/budget management skills
  • Master’s Degree, preferably in Disaster Management /Meteorology/ Development Studies /Environmental Science/Urban and Regional Planning/ Water and Flood Management/ Geography or related discipline.
